The implementation of this strand included the setting up of a multi-sector multi-beneficiary Infrastructure Projects Facility, which supports Beneficiary institutions at national, regional and municipal level to prepare and implement infrastructure investment projects financed by IFIs and or other donors.
La mise en œuvre de ce volet a comporté la création d'un mécanisme financier multisectoriel multibénéficiaires en faveur des projets d'infrastructure, qui soutient les institutions des pays bénéficiaires aux niveaux national, régional et municipal, afin de préparer et de mettre en œuvre les projets d'investissement dans l'infrastructure financés par les IFI et/ou les autres donateurs.

The implementation of this strand will thus include the setting up of a multi-sector multi-beneficiary Infrastructure Projects Facility, which will support Beneficiary institutions at national, regional and municipal level to prepare and implement infrastructure investment projects financed by International Financial Institutions and or other donors.
La mise en œuvre de ce volet comprend par conséquent la mise en place d’un mécanisme financier multisectoriel et multibénéficiaires pour les projets d’infrastructure qui aidera les institutions bénéficiaires au niveau national, régional et municipal à préparer et mettre en œuvre les projets d’investissement dans l’infrastructure financés par les institutions financières internationales et/ou d’autres bailleurs de fonds.

This Facility will help cooperation and coordination with International Financial Institutions, reach economies of scale in mobilising the necessary technical expertise to prepare and support infrastructure investment projects, facilitate networking and exchange of know-how among Beneficiaries, and leverage International Financial Institutions loans that complement national IPA grants.
Ce dispositif financier facilitera la coopération et la coordination avec les institutions financières internationales, permettra de faire des économies d’échelle en mobilisant l’expertise technique nécessaire pour préparer et soutenir les projets d’investissement dans l’infrastructure, facilitera le travail en réseau et l’échange de savoir-faire entre les bénéficiaires, et mobilisera les prêts accordés par les institutions financières internationales en complément des subventions nationales au titre de l’IAP.

The Commission also notes that the 2012 MEIP study specifically mentions that a prudent investor would have taken into consideration the fact that the project entails a particularly long time horizon before reaching profitability (See Section 4.10.1.2 of the 2012 MEIP study, in which it is concluded that ‘The positive result of the net present value proves that the investment in the Gdynia-Kosakowo Airport can be an interesting business for potential investors. However, before any decisions are made, investors will have to consider also the long-term investment horizon typical of infrastructure investment projects’).
La Commission observe également que l'étude de 2012 mentionne expressément qu'un investisseur avisé prendrait en considération le fait qu'avant d'atteindre la rentabilité, le projet a un horizon temporel particulièrement long (voir le point 4.10.1.2 de l'étude de 2012, dans lequel il est constaté que «le résultat positif concernant la valeur actuelle nette indique que l'investissement relatif à l'aéroport de Gdynia-Kosakowo peut être une opération intéressante pour des investisseurs potentiels. This Facility was made fully operational during 2008 and helps to attains economies of scale in mobilising the necessary technical expertise to prepare and support infrastructure investment projects, facilitate networking and exchange of know-how among Beneficiaries, and leverage IFI loans that complement national IPA grants.
