At higher education and post-graduate level, the European Institute of Innovation and Technology (EIT) is an example of how cooperation with businesses and research institutes can foster curriculum development, mobility programmes and access to research and industrial infrastructure for practical training in a real-life environment.

To complement these activities and in order to give a longer term vision to the security research a high-level "Group of Personalities" chaired by Commissioners Busquin and Liikanen (Research and Information Society respectively) and including CEOs from industry and research institutes, high level European political figures, members from the European Parliament and observers from intergovernmental institutions, has been established.

Considers that most of the environmental and sustainability challenges need a response that makes proper use of the scientific and technological knowledge which must be, for that purpose, properly supported by sufficient funding by the Community and Member States; calls for the Commission to deliver a strategy for European Maritime Research and for better coordination and networking of European marine research institutes; to this end strongly endorses the establishment of a "European marine science network", with participation by all relevant European marine research institutes and support from the EU; calls for the knowledge acquired to be entered and stored in a European marine data centre to which all marine research institutes would have access; favours in this context the promotion of a European maritime conference on a regular basis to provide a forum for researchers and industry;

The membership should reflect the various components of the research community and the range of scientific institutions which carry out research; it should include those with experience in universities, research institutes, academies, funding bodies, research in business and industry, for example.
