The first AHLC meeting hosted by the EU High Representative in Brussels in April 2011, welcomed the assessment that the Palestinian Authority (PA) had crossed the threshold for a functioning state in key sectors and that Palestinian institutions compared favourably with those in established states.
Lors de sa première réunion, organisée sous l’égide de la haute représentante de l’UE en avril 2011 à Bruxelles, l’AHLC s’est félicité du constat selon lequel l'Autorité palestinienne (AP) avait franchi le seuil d'un État apte à fonctionner dans des domaines clés et selon lequel les institutions palestiniennes n’avaient rien à envier à celles d'États bien établis.

E. whereas, according to assessments of the World Bank, the IMF and the UN, the Palestinian Authority is above the threshold for a functioning state in the key sectors they studied, and Palestinian institutions compare favourably with those in established states;

B. whereas the Palestinian National Authority has successfully implemented its state-building plan “Palestine: Ending occupation, Establishing the State”; whereas the Ad Hoc Liaison Committee Meeting (AHLC) held in Brussels on the 13th of April 2011 welcomed the assessment of the World Bank, the IMF, and the UN that the Palestinian Authority is above the threshold for a functioning state in the key sectors they studied, and that Palestinian institutions compare favourably with those in established states;

Canada compares favourably in terms of population health research with the work funded or performed at the national level by the Canadian Institutes of Health Research, the National Collaborating Centres on Public Health, the Canadian Population Health Initiative, Health Canada and the Public Health Agency of Canada, as well as at the provincial level by the Manitoba Centre for Health Policy, the Institut de la santé publique du Québec, the Ontario Institute for Work and Health and the Saskatchewan Population Health, and Evaluation Research Unit, and other such organizations.

In the past, it was a competition between researchers for research funds, but under these programs it is a competition between institutions, and the larger institutions have a greater opportunity to be compared favourably than the smaller institutions.
Par le passé, les chercheurs se disputaient les fonds de recherche, mais, dans le cadre de ces programmes, il y a concurrence entre les établissements, et les plus grands ont plus de chances que les plus petits de se comparer avantageusement aux autres.

This is a remarkable result that compares favourably with all the relevant indicators for growth of the Union: number of countries, languages, population, surface, and demands expressed by other Institutions.
