Particular concerns relate to the lack of detailed timeframes given for the completion of actions, a lack of information about the authorities responsible for implementing the recommendations and a need to frontload and reprioritise Greece’s national programme to make proper use of the substantial financing received through the EU funding instruments, in particular the Internal Security Fund National Programme.
Les aspects suivants la préoccupent plus particulièrement: l’absence de calendriers détaillés pour l’exécution des mesures, un manque d’informations relatives aux autorités chargées de mettre en œuvre les recommandations, et la nécessité de concentrer, dans la phase initiale du programme national de la Grèce, l’exécution des mesures prévues et de redéfinir les priorités dudit programme afin de faire bon usage des moyens financiers considérables que cet État a reçus par l’intermédiaire des instruments de financement de l’UE, notamment le programme national financé par le Fonds pour la sécurité intérieure.

10. Calls on the Commission and Member States to monitor the volatility of agricultural markets and to react swiftly and effectively when needed; insists on the necessary flexibility in order to take account of the fact that a generally positive development in agricultural markets never impacts equally on all sectors; strongly urges the Commission to provide effective instruments of action for times of crisis and calls for an urgent study into the level of information among farmers about the use of risk management instruments and the availability of training or courses in this area;
10. invite la Commission et les États membres à surveiller la volatilité des marchés agricoles ainsi qu'à réagir rapidement et efficacement en cas de besoin; demande la souplesse nécessaire pour prendre en compte le fait qu'une évolution généralement positive sur le marché agricole ne produit jamais un effet identique sur l'ensemble des secteurs; demande instamment à la Commission de fournir des instruments d'action efficaces en période de crise et réclame une étude urgente sur le niveau d'information des agriculteurs concernant l'utilisation des instruments de gestion des risques et les formations ou cours disponibles dans ce domaine;

10. Believes that the Commission, the Member States, the industry and the trade unions should act jointly to retain and attract qualified workers, talented high-skilled scientists and managers to the steel sector, as well as young talent through apprenticeship schemes, thus ensuring a dynamic and innovative workforce; recalls the role of regional universities and industrial research institutes, whose excellence does much to create the regional preconditions for a competitive steel industry; urges the Commission and the Member States to implement immediate actions to avoid the loss of expertise and minimise the loss of jobs; calls for the improvement of planning and management of change by promoting training, upgrading skills and supporting retraining; is worried about the lack of systematic solutions to the generational change and future skills shortages, and about the loss of know-how and competences, and stresses the need to retain and develop the workforce and the skills vital for the future competitiveness of the sector; urges the Commission to promote, through the Erasmus for All and Erasmus for Entrepreneurs programmes, Sector Skills Alliances which, on the basis of data on skills requirements and their evolution, will be devoted to developing and implementing training programmes and common methods, including work-based learning; calls for steps to be taken to strengthen instruments to assist workers and promote vocational training in order to facilitate and support the redeployment of staff employed in the sector following corporate restructuring;
10. estime que la Commission, les États membres, le secteur et les syndicats devraient agir ensemble pour attirer et garder dans le secteur sidérurgique les travailleurs qualifiés, les scientifiques et les dirigeants talentueux et hautement qualifiés, ainsi que les jeunes talents, par l'intermédiaire de programmes d'apprentissage, et se doter ainsi d'une main-d'œuvre dynamique et qui fait preuve d'innovation; rappelle le rôle des universités régionales et des instituts de recherche industrielle dont l'excellence est essentielle s'agissant de créer des conditions régionales permettant l'émergence d'une industrie sidérurgique compétitive; invite instamment la Commission et les États membres à mettre en œuvre des actions immédiates pour empêcher la perte de compétences et réduire au maximum les pertes d'emplois; demande que soient améliorées la planification et la gestion des évolutions en favorisant la formation, l'amélioration des compétences et la reconversion; se dit préoccupé par le manque de solutions systématiques permettant de répondre au changement de génération et aux futures pénuries de compétences, ainsi que par la perte de savoir-faire et de compétences, et insiste sur la nécessité de conserver et de développer la main-d'œuvre et les compétences essentielles pour la future compétitivité du secteur; invite instamment la Commission à promouvoir, à travers les programmes Erasmus pour tous et Erasmus pour jeunes entrepreneurs, les alliances sectorielles pour les compétences, qui, sur la base des informations relatives aux besoins de compétences et à leur évolution, s'attacheront à élaborer et à mettre en œuvre des parcours de formation et des méthodes communes, prévoyant notamment l'apprentissage fondé sur le travail; demande que des mesures soient prises afin de consolider les instruments d'assistance aux travailleurs et de favoriser la formation professionnelle en vue de faciliter et de favoriser le redéploiement du personnel du secteur à la suite de l ...

17. Considers that the EEAS has a key role to play in bringing about an effective comprehensive approach based on full integration of the CSDP, the CFSP and the other dimensions of EU external action, notably development cooperation, trade and energy security policies; welcomes the outcome of the negotiations, which has served to establish the EEAS as a structure to assist the EU institutions and the various dimensions of EU external action and conferred a wide range of powers and responsibilities on it while providing a solid link to the Commission without in any way encroaching on the Commission's prerogatives, and hopes that the responsibility assigned to the EEAS for strategic planning of the main financial instruments related to EU external action will translate into genuinely coherent use thereof to further EU principles and objectives;
17. considère que le SEAE joue un rôle fondamental pour la construction d'une approche exhaustive et effective fondée sur l'intégration totale entre la PSDC, la PESC et les autres dimensions de l'action extérieure de l'Union, notamment les politiques de coopération au développement, commerciales et de sécurité énergétique; se félicite de l'issue des négociations qui ont conduit à la création du SEAE en tant que structure au service des institutions de l'Union et des différentes dimensions de son action extérieure, et qui ont assuré l'attribution d'un vaste éventail de compétences au Service, garantissant en même temps un lien solide avec la Commission et le respect total de ses prérogatives, et espère que l'attribution au SEAE de la planification stratégique des principaux instruments financiers liés à l'action extérieure de l'UE se traduira par une cohérence effective de leur emploi dans le cadre des principes et des objectifs de l'Union;

What we are talking about today is important because it is an instrument like ‘Youth in Action’ that creates the spread of ideas, closeness and friendship amongst the countries of the European Union, but also, and above all, amongst those that are not part of it, such as Switzerland or other countries besides.
Le sujet dont nous discutons aujourd’hui est important parce que ce sont des instruments comme «Jeunesse en action» qui permettent de diffuser les idées, de créer des amitiés et de favoriser le rapprochement entre les pays de l’Union européenne, mais aussi, et surtout, avec ceux qui n’en font pas partie, comme la Suisse et d’autres pays encore.
