Firstly, that we must put a stop once and for all to the human tragedy that we are facing because of illegal immigration; secondly, that the burden sharing mechanism found in the immigration pact has to be implemented without delay and that it must be converted into a binding legal instrument; thirdly, greater emphasis must be placed on the return of immigrants who have no right to remain on European territory; fourthly, that every agreement concluded between the European Union and a third country must also include the issue of immigration; fifth, that the FRONTEX agency must be strengthened, not only financially, but even more importantly in resources; and finally, that we must be tougher in our battle against organised crime.
Premièrement, nous devons définitivement mettre fin à la tragédie humaine engendrée par l’immigration clandestine. Deuxièmement, le mécanisme du partage des tâches envisagé dans le pacte européen sur l’immigration et l’asile doit être mis en œuvre dès que possible et être converti en un instrument juridique contraignant. When I last appeared, Mr. Chairman, I mentioned and discussed in some detail the four principal objectives of the legislation, those being: the democratization of the system of governance for the Canadian Wheat Board; the creation of new forms and new lines of accountability for the Canadian Wheat Board; the introduction of a number of flexibility tools to allow the Canadian Wheat Board to be more modern and agile in the market-place the extent to which those tools are used, of course, is a discretionary matter for the new board of directors to decide, and two-thirds of that board will be duly elected by farmers themselves; and, the empowerment of producers to take greater control and to exercise more authority over what the Wheat Board does and does not do and to give producers the authority to shape this marketing instrument as they would want to see it for the future.

Use of the appropriate instrument and exchange of good practices between the EU Member States and coordinated actions by trade union or other organisations in third countries could achieve an ongoing and systematic improvement in their knowledge and skills, greater mobility and improved ‘circular migration’ to the benefit of the EU, third countries and the seasonal workers themselves.

The instrument would also provide a horizontal Community framework that helps strengthen cooperation between EU actors, third countries and international actors concerned by the migration phenomenon, with a view to encouraging greater understanding of the challenges and contributing to the quest for balanced and mutually satisfactory solutions.
Cet instrument fournirait également un cadre communautaire horizontal contribuant à renforcer la coopération entre les acteurs de l’UE, les pays tiers et les acteurs internationaux concernés par le phénomène des migrations, afin d’encourager une plus grande compréhension des défis et de participer à la recherche de solutions équilibrées et mutuellement satisfaisantes.

In this context, the EU should ensure greater recourse to the instruments at its own disposal, using its range of political dialogues with third countries and regional groups to promote improved co-operation in the CHR and other forums.
