(1.03) Any domestic producer of any textile and apparel goods that are like or directly competitive with any textile and apparel goods being imported into Canada and that are entitled, either under section 24 of the Customs Tariff or, in respect of goods that have been integrated into the General Agreement on Tariffs and Trade on the basis of a commitment made by Canada under any successor agreement to the Multifibre Arrangement, under subsection 45(13) of the Customs Tariff, to the United States Tariff, or the Mexico Tariff, in the List of Tariff Provisions set out in the schedule to that Act, or any person or association acting on behalf of any such domestic producer, may file a written complaint with the Tribunal alleging that, as a result of the reduction of that tariff, the imported goods are being imported in such increased quantities, in absolute terms or relative to the domestic market in Canada for the goods, and under such conditions as to cause serious damage, or actual threat thereof, to domestic producers of like or directly competitive textile and apparel goods.

RECALLS that COP 7 adopted a Programme of Work on protected areas with the objective of the establishment and maintenance by 2010 for terrestrial and by 2012 for marine areas of a comprehensive, effectively managed, and ecologically representative national and regional systems of protected areas to be integrated in a global network; NOTES with great concern that implementation is lagging behind and EMPHASISES the need for more effective measures and adequate technical and financial support, including improved integration of protected areas as valuable assets in national and local development processes, to reach the goals and targets of the programme of work; in this context, UNDERLINES that COP 8 should adopt a mechanism and work schedule for a clear and efficient process to review implementation of the Programme of Work which should focus on the goals and targets contained therein, including the identification of obstacles, gaps and possible responses; HIGHLIGHTS the importance of ensuring further work of the Ad hoc Open-ended Working Group on Protected Areas to support and review progress on implementation;

The purpose of the conference, jointly organised by the French and German-Austrian urban networks, the URBAN programme for Saarbrücken-Dudweiler and the Europe-wide network URBACT, is threefold: First, it concerns the development of the “urban method”, an approach to integrate all policies and actors relevant at local level, which has been supported over the last decade by the URBAN Community Initiative. Second, the conference will discuss how cohesion policy and its instruments can better address urban issues in the future. And third, the conference will stress the importance of networking and exchange of experiences on urban policies across Europe.

The euro area is already characterized by a high degree of cyclical convergence among its Member States and convergence should increase further in the years to come as EMU fosters trade and financial integration. However, EMU is not immune to temporary episodes of cyclical divergence. It is therefore important to strengthen the economy’s capacity to cope with shocks by achieving further progress with structural reforms.
