Definition: States of subjective distress and emotional disturbance, usually interfering with social functioning and performance, arising in the period of adaptation to a significant life change or a stressful life event. The stressor may have affected the integrity of an individual's social network (bereavement, separation experiences) or the wider system of social supports and values (migration, refugee status), or represented a major developmental transition or crisis (going to school, becoming a parent, failure to attain a cherished personal goal, retirement). Individual predisposition or vulnerability plays an important role in the risk of occurrence and the shaping of the manifestations of adjustment disorders, but it is nevertheless assumed that the condition would not have arisen without the stressor. The manifestations vary and include depressed mood, anxiety or worry (or mixture of these), a feeling of inability to cope, plan ahead, or continue in the present situation, as well as some degree of disability in 9the performance of daily routine. Conduct disorders may be an associated feature, particularly in adolescents. The objective of more effectively managing migration flows requires the Community to continue integrating migration issues into its political dialogue with third countries and regions; that dialogue should focus not only on illegal immigration but also on the channels for legal immigration.

47. Recalls the Commission Communication on integrating migration issues in the EU's relations with third countries, and in particular the following:

– having regard to the Commission Communication on integrating migration issues in the EU's relations with third countries (COM(2002) 703),

(7) Taking account of those preparatory actions, and referring to the Commission Communication on integrating migration issues in the European Union's relations with third countries, it is considered necessary to endow the Community from 2004 with a multi-annual programme designed to provide a specific, additional response to the needs of third countries in their efforts to manage more effectively all aspects of migratory flows, and in particular to stimulate third countries' readiness to conclude readmission agreements, and to assist them in coping with the consequences of such agreements.
(7) Compte tenu de ces actions préparatoires, et en se référant à la communication de la Commission sur l'intégration de la politique des migrations dans les relations de l'Union européenne avec les pays tiers, il est jugé nécessaire de doter la Communauté, à partir de 2004, d'un programme pluriannuel destiné à répondre, de manière spécifique et complémentaire, aux besoins des pays tiers dans leurs efforts en vue d'assurer une meilleure gestion des flux migratoires dans toutes leurs dimensions et, en particulier, de stimuler les pays tiers dans leur préparation à la mise en œuvre des accords de réadmission ou de les assister dans la mise en œuvre elle-même.

(2) In reply to the Seville European Council conclusions on the above issues the Commission adopted on 3 December 2002 (and forwarded to Parliament and to the Council) a Communication on integrating migration issues into the European Union’s relations with third countries.
En réponse aux conclusions du Conseil européen de Séville sur ces aspects, la Commission a adopté, le 3 décembre 2002, une communication au Conseil et au Parlement européen relative à l'intégration des questions liées aux migrations dans les relations de l'Union européenne avec les pays tiers.

26. Considers that integrating migration issues in EU relations with third countries is an important part of a balanced approach to improved management of migration flows, but calls on the Council to promote co-development in relations with third countries;
