16. Observes that some of the countries participating in the Barcelona Process: Union for the Mediterranean were not part of the Euro-Mediterranean partnership; calls on the Council, the Commission and all the States participating in the Barcelona Process: Union for the Mediterranean to establish, in this connection, a cohesive framework of relations geared to economic and regional integration between the EU and all the countries of the Mediterranean basin; calls on the Council and the Commission to ensure that all member countries of the Union for the Mediterranean are able to access the regional programmes already provided for under the Euro-Mediterranean partnership;
16. observe que certains pays participant au Processus de Barcelone: Union pour la Méditerranée ne faisaient pas partie du partenariat euro-méditerranéen; invite à ce propos le Conseil, la Commission et tous les États participant au Processus de Barcelone: Union pour la Méditerranée à mettre en place un cadre cohérent de relations axé sur l'intégration économique et territoriale entre l'Union Européenne et tous les pays du bassin méditerranéen; demande au Conseil et à la Commission de garantir la possibilité que tous les pays membres de l'Union pour la Méditerranée puissent avoir accès aux programmes régionaux déjà prévus par le partenariat euro-méditerranéen;

I shall now read the proposed text in Spanish: ‘Calls on the Council to adopt the decision to organise a Euro-Mediterranean Summit of Heads of State or Government to commemorate the tenth anniversary of the Barcelona Process. Highlights, in this connection, the importance of the parliamentary dimension of the process and calls on the Euro-Mediterranean Parliamentary Assembly due to meet in Cairo from 12 to 15 March 2005 to convene an extraordinary meeting of the Euro-Mediterranean Assembly so as to be involved in celebrating the tenth anniversary’.

The Commission's Communications to prepare for the 4th and 5th Euro-Mediterranean Conferences of Ministers in Marseilles (15-16 November 2000) [14] and Valencia (22-23 April 2002) [15], as well as the recent communication on "Wider Europe", call for greater prominence to be given to Human Rights, democracy, good governance and the rule of law in the EU's relations with its Mediterranean partners, and made a number of concrete proposals to this end.
Les communications de la Commission en vue de la préparation des 4ème et 5ème conférences des ministres euro-méditerranéens à Marseille (15-16 novembre 2000) [14] et à Valence (22-23 avril 2002) [15] ainsi que la récente communication sur l'Europe élargie ont demandé que, dans les relations de l'UE avec ses partenaires méditerranéens, une plus grande importance soit accordée aux droits de l'homme, à la démocratie, à la bonne gouvernance et à l'État de droit, et ont formulé un certain nombre de propositions concrètes à cette fin.

58. Calls for a new information bulletin to be published to bring Community programmes to wider notice, raise public awareness of the Euro-Mediterranean partnership and disseminate understanding of the problems affecting immigrant communities, and for the subject of immigration, in all its aspects (socio-economic, cultural, security), to be examined under the Euro-Mediterranean partnership; asks, in this connection, for consideration to be given to the setting-up of a monitoring office on migratory movements in the Mediterranean region;
58. demande que soit créé un bulletin d'information destiné à mieux faire connaître les programmes communautaires, à sensibiliser davantage l'opinion publique au partenariat euroméditerranéen et à faire comprendre les problèmes concernant les communautés d'immigrants; et demande également que la question de l'immigration, sous toutes ses facettes socio-économiques, culturelles et sécuritaires, relève du partenariat euroméditerranéen; demande dans ce contexte que soit examinée la question de la création d'un observatoire des flux migratoires en Méditerranée;
