Céline Hervieux-Payette: Honourable senators, pursuant to rule 23(6), I have the honour to table, in both official languages, the report of the Canadian Parliamentary Delegation of the Canadian Section of the Inter-Parliamentary Forum of the Americas to the Twenty-third Meeting of the Executive Committee and Seventh Plenary Assembly of the Inter-Parliamentary Forum of the Americas, held in Mexico City, Mexico, from November 16 to 19, 2010.
L'honorable Céline Hervieux-Payette : Honorables sénateurs, conformément à l'article 23(6) du Règlement, j'ai l'honneur de déposer, dans les deux langues officielles, le rapport de la délégation parlementaire canadienne de la section canadienne du Forum interparlementaire des Amériques concernant sa participation à la vingt-troisième réunion du Comité exécutif et à la septième Assemblée plénière du Forum interparlementaire des Amériques, tenues à Mexico, au Mexique, du 16 au 19 novembre 2010.

10. Supports the strengthening of the parliamentary dimension of the relationship; considers that establishing a formal Euro-ASEAN inter parliamentary assembly would further upgrade relations between the EU and ASEAN Member States once the conditions were ripe and would also provide a forum for multilateral exchange to address global issues in a more comprehensive way; also suggests the creation of links between Parliament’s Subcommittee on Human Rights and the ASEAN Intergovernmental Commission on Human Rights (AICHR); believes that the Office for the Promotion of Parliamentary Democracy could provide capacity-building assistance to the ASEAN Inter-Parliamentary Assembly (AIPA), enhancing the role of national parliaments as well as of the AIPA within ASEAN;
10. soutient le renforcement de la dimension parlementaire de la relation; estime que la création d'une assemblée interparlementaire officielle entre l'UE et l'ANASE permettrait de faire progresser les relations que l'Union européenne entretient avec les États membres de l'ANASE aussitôt que les conditions sont réunies et offrirait également un forum pour les échanges multilatéraux, en vue d'aborder les enjeux mondiaux de manière plus globale; suggère également l'établissement de liens entre la sous-commission «droits de l'homme» du Parlement européen et la commission intergouvernementale pour les droits de l'homme de l'ANASE (AICHR); estime que le Bureau de promotion de la démocratie parlementaire pourrait assister l'Assemblée interparlementaire de l'ANASE (AIPA) dans le domaine du renforcement des capacités, en renforçant le rôle des parlements nationaux et de l'AIPA au sein de l'ANASE;

Mr. Speaker, pursuant to Standing Order 34(1) I have the honour to present to the House, in both official languages, the report of the Canadian interparliamentary delegation of the Canadian section of the Inter-Parliamentary Forum of the Americas, FIPA, respecting its participation in the 16th meeting of the executive committee of the Inter-Parliamentary Forum of the Americas held in Brasilia, Brazil, from May 31 to June 1, 2007, and to the mission to the 37th regular session of the general assembly of the Organization of American States held in Panama City, Panama, from June 3 to June 5, 2007.

Instructs its President to forward this resolution to the Council, the Commission, the governments and parliaments of the Member States, the Secretary-General of the UN, the President of the UNGA, the Secretary-General of NATO, the OSCE, the African Union, the Parliamentary Forum on Small Arms and Light Weapons, the Assembly of the Inter-Parliamentary Union and the group of NGOs known as the Arms Trade Treaty Steering Committee.

I must therefore thank the rapporteurs for having included in their reports one of my amendments, which relates to another working group within the Euro-Mediterranean Inter-Parliamentary Forum, in addition to the one dealing with the situation in the Western Sahara.
