Ce débat a montré que la grande majorité des délégations estiment que compte tenu d'une part des objectifs poursuivis, à savoir la libre circulation des biens, des capitaux, des personnes et des services et d'autre part de l'accent mis par le Traité sur l'interconnexion et l'interopérabilité des réseaux transeuropéens, l'infrastructure des télécommunications et les réseaux qui la constituent comprennent l'ensemble des éléments matériels et immatériels permettant d'assurer la circulation de l'information sous ses différentes formes (vocale, écrite, visuelle), à savoir: - le support de transmission des informations, constitué par le réseau physique (câbles, liaisons hertziennes) auquel sont déjà associées des fonctions immatérielles (transmission, commutation, signalisation); - les services génériques, qui constituent les véhicules d'usage général des informations transportées (courrier électronique, accès aux banques de données); - les services d'applications, qui adaptent les services génériques aux besoins spécifiques des utilisateurs (par ex. réseaux entre administrations, réseaux associés aux transports, aux soins de santé, à la formation à distance).
