To smooth the way for construction of new infrastructure, consideration could be given to a European interconnection plan identifying schemes of "European interest" which would provide a means of finding ways to clear these hurdles, after consultation with the elected representatives at national and regional level.

Considers that the Ten-Year Network Development Plan (TYNDP) identifies relevant electricity and gas infrastructure projects and should contribute to setting the priorities for the selection of projects of European interest to be developed in order to achieve EU energy and climate goals, without interfering with the functioning of the internal market; takes the view, in this regard, that interconnection capacity should be considered at the same level as the 20-20-20 targets, and that, accordingly, the TYNDP should be understood as the instrument for monitoring compliance with the 10% interconnection target;

Furthermore, next year the Commission expects results from the Baltic Energy Market Interconnection Plan (BEMIP) gas working group, which meets regularly to identify projects of common interest and identify and overcome barriers to such projects.
