Notes that the opening of the House of European History is foreseen for 2016; requests the Secretary-General to present to the Committee on Budgets in due time before the Parliament's reading in autumn 2015 an updated budget programming over the next five years for the operational and functioning expenditure foreseen for the House of European History from the opening , including the participation of the Commission; recalls that in the 2014 budget a new budget line 16 03 04 "House of European History" was created in Section III of the Union budget for the Commission's contribution to the operational costs of the House of the European History;

Mr. Garry Breitkreuz (Yorkton-Melville, Ref) moved: Motion No. 228 That Bill C-68 be amended by adding after line 38 on page 108, the following new Clause: ``117.16(1) Every section in this Part expires on January 1, 1999 unless prior to that date, with respect to each section (a) the Auditor General has prepared and caused to be laid before Parliament a report on whether the section has been or will be a successful and cost-effective use of public funds to achieve an increase in public safety and a reduction in the incidence of violent crime involving the use of firearms, (b) the report of the Auditor General has been referred by the House to such committee as the house may designate for the purpose, (c) the committee has considered the report of the Auditor General and made a report to the House on the success and cost- effectiveness of the section and on the extent to which (i) public safety has been or will be increased or decreased, (ii) the incidence of crime related to the use of firearms has been or will be reduced or increased, and (iii) a cost-effective use of public funds has been or will be made to achieve an increase in public safety or a reduction in the incidence of violent crime involving the use of firearms, and (d) the committee has recommended to the House that the section should not expire, and (e) the House has concurred in the report of the committee (2) Where a section is to expire as result of subsection (1), the Governor in Council may, by order, defer its expiry for a period not exceeding one year, if the section contains matters that do not relate to firearms control and the deferral is necessary in order for legislation to be proposed to Parliament to continue the other matters in force after the expiry of the section'.

Garry Breitkreuz (Yorkton-Melville, Réf) propose: Motion no 228 Qu'on modifie le projet de loi C-68, à l'article 133, par adjonction, après la ligne 34, page 108, de ce qui suit: «117.16 (1) Tous les articles de la présente partie cessent d'avoir effet le 31 décembre 1999, à moins qu'avant cette date, pour chaque article: a) le vérificateur général n'ait établi et fait déposer devant le Parlement un rapport indiquant si cet article et la manière dont il est été appliqué a constitué-ou constituera dans l'avenir-une utilisation rentable et fructueuse des fonds publics qui amène une augmentation de la sécurité publique et une réduction de la fréquence des actes criminels violents comportant l'usage d'armes à feu; b) que le rapport du vérificateur général n'ait été renvoyé par la Chambre à celui de ses comités qu'elle désigne à cette fin; c) que le comité n'ait étudié le rapport du vérificateur général et fait rapport à la Chambre relativement à l'effet de cet article et à son efficacité indiquant: (i) la mesure dans laquelle la sécurité publique a augmenté ou diminué ou dans laquelle elle augmentera ou diminuera à l'avenir, (ii) la mesure dans laquelle la fréquence des actes criminels comportant l'usage d'armes à feu a augmenté ou diminué dans le passé ou celle dans laquelle elle augmentera ou diminuera à l'avenir, (iii) l'efficacité avec laquelle les fonds publics ont été employés dans le passé ou le seront à l'avenir pour produire une augmentation de la sécurité du public et une diminution de la fréquence des actes criminels comportant l'usage d'armes à feu; d) que le comité n'ait recommandé à la Chambre de ne pas laisser cet article cesser d'avoir effet; e) que la Chambre n'ait agréé le rapport du comité (2) Lorsqu'un article est sur le point de cesser d'avoir effet en vertu du paragraphe (1), le gouverneur en conseil peut, par décret, en reporter la fin de la durée de validité pour une période maximale d'une année, si l'article ne porte pas sur le contrôle d ...
