In order to achieve maximum impact, the Member State should use a transparent system of calls for interest which publicly invites all potentially interested undertakings to participate; at the same time, the organisation of the aid scheme should be managed in such a way that it neither requires nor facilitates anticompetitive agreements or concerted practices between the undertakings concerned.
