1. Notes that, after intensive discussions on the make-up of the EEAS, the Convention proposed a model that confers important roles on Parliament and on the Commission; points out that the special procedure which the Intergovernmental Conference eventually agreed to adopt in the Treaty of Lisbon – whereby the Council acts unanimously on a proposal from the VP/HR, after consulting the European Parliament and after obtaining the consent of the Commission – maintains the Union's interinstitutional balance and requires a solution based on consensus;
1. relève que la Convention, après d'intenses discussions sur les modalités d'organisation du SEAE, avait proposé un modèle donnant des rôles importants au Parlement et à la Commission; rappelle que la procédure particulière que la conférence intergouvernementale s'est finalement accordée à adopter dans le traité de Lisbonne – selon laquelle le Conseil statue à l'unanimité sur proposition du vice-président/haut représentant, après consultation du Parlement européen et approbation de la Commission –, préserve l'équilibre interinstitutionnel de l'Union et exige une solution consensuelle;

I also approve of the European Council’s decision on the results of the Convention. I hope that, using that decision as the basis for the work of the next Intergovernmental Conference, the three pillars will eventually be abolished, as the European Parliament has been requesting for some time now; the area of freedom, security and justice will then be created more easily and transparently.
J’applaudis aussi la décision du Conseil européen concernant les résultats de la Convention et j’espère que, en utilisant cette décision comme base pour les travaux de la prochaine conférence intergouvernementale, les trois piliers seront enfin abolis, comme le Parlement européen le demande depuis longtemps, ce qui rendra la construction de l’espace de liberté, de sécurité et de justice plus facile et transparente.

For me, what is essential is not the name eventually given to the text that grows out of the work of the Convention and the Intergovernmental Conference. My objective is that that text, by virtue of its content and thanks to the open, democratic nature of the process that generated it, should ultimately be regarded by everyone as having the force of a Constitution.
Pour moi, l'essentiel n'est pas le nom que l'on donnera au texte qui naîtra des travaux de la Convention et de la Conférence intergouvernementale ; mon objectif est que ce texte, par son contenu, par le caractère ouvert et démocratique du processus qui l'aura produit, puisse être, en fin de compte, considéré par tous comme une Constitution.

For me, what is essential is in fact not the name eventually given to the text that grows out of the work of the convention and the intergovernmental conference.
Pour moi, l'essentiel n'est cependant pas le nom que l'on donnera au texte qui naîtra de la Convention et de la Conférence intergouvernementale.
