The report of the Open Working Group on SDGs[1], the report of the Intergovernmental Committee of Experts on Sustainable Development Financing[2], and the UN Secretary-General (UNSG) Synthesis Report[3], provide key contributions and show that a global agreement on an ambitious post-2015 development agenda is within reach.

Following the UN special event on MDGs (September 2013) and the reports on the post-2015, the negotiations of a new framework have intensified, namely through the discussions of the Open Working Group (OWG) on Sustainable Development Goals (SDGs) and the Intergovernmental Expert Committee on Sustainable Development Financing (ICESDEF).

In this context, draws attention to the joint declaration obtained in respect of heading 5, which encompasses the above points and will serve as a basis to ensure the necessary financing of any supplementary needs for Parliament and the other institutions; underlines that this exercise should be motivated exclusively from new functions stemming from the Treaty and only after thorough examination of the use and potential for reorganising current arrangements and posts; also stresses, for its own section of the budget and with regard to such potential supplementary needs, the need to arrive at a fair distribution between the general secretariat, political groups and Members;

The Commission notes the recommendation of the Group of Personalities that the ESRP should be attributed an appropriate level of resources and shares the view that ESRP funding should be additional to any financing ensured today by the Community Research Framework Programme, national or other intergovernmental sources.
La Commission prend note de la recommandation du groupe de personnalités selon laquelle il faudrait attribuer au PRES un niveau approprié de ressources et partage le point de vue selon lequel le financement du PRES devrait être supplémentaire à tout financement aujourd'hui assuré par le programme-cadre de recherche communautaire et par des sources nationales ou intergouvernementales.

Meeting in Plenary Session on 29 May the Economic and Social Committee (ESC) adopted by a majority with five abstentions an Opinion on the Commission proposals on supplementary financing of the fourth framework programme of activities in the field of research, technological development and demonstration (1994-1998). The Rapporteur was Mr Henri MALOSSE, Group I, France). The Economic and Social Committee broadly approves the Commission proposals, stressing that research, technological development and innovation are one of the most urgent areas for action to enhance the competitiveness of Community industry and to make a positive impact on employment, against the backdrop of economic and social cohesion.

Le Comité économique et social approuve dans leur principe les propositions de la Commission en insistant sur le fait que la recherche, le développement technologique et l'innovation constituent un domaine d'action prioritaire pour assurer une compétitivité accrue de l'industrie communautaire et redresser l'emploi, dans une optique de cohésion économique et sociale.
