Regulation (EC) No 73/2009 (1) establishes the mechanism of financial discipline whereby the level of direct support is adjusted when the forecasts indicate that the subceiling for market related expenditure and direct payments, under heading 2 of Annex I to the Interinstitutional Agreement between the European Parliament, the Council and the Commission on budgetary discipline and sound financial management (2), with a safety margin of EUR 300 000 000, is exceeded in a given financial year.

Calls for respect of its right to democratic scrutiny based on the treaties; insists on the necessity of enhancing transparency and access to documents between EU institutions, in order to develop more effective interinstitutional cooperation, including accountability on matters related to fundamental rights; underlines its role in following up its resolutions related to fundamental rights in the EU and its role in evaluating the work of other EU institutions in terms of their action or inaction when assessing developments in the field (e.g. through annual reports), combining as it does political messages with a facts-based approach; underlines its right, enshrined in Article 218(10) TFEU, to be immediately and fully informed at all stages of the procedure for concluding international agreements between the Union and third countries or international organisations;
demande le respect du droit du Parlement d'exercer un contrôle démocratique sur la base des traités; souligne la nécessité de renforcer la transparence et l'accès aux documents entre les institutions de l'UE, afin de développer une coopération interinstitutionnelle plus efficace sur les questions touchant aux droits fondamentaux; souligne le rôle qui lui incombe en ce qui concerne l'examen des suites données à ses résolutions relatives aux droits fondamentaux dans l'UE et l’évaluation des activités des autres institutions et pour ce qui est de les tenir responsables de leur action ou de leur inaction dans ce domaine (à travers les rapports annuels), associant message politique et approche fondée sur les faits; souligne le droit du Parlement européen, prévu par l'article 218, paragraphe 10, du traité FUE, d'être immédiatement et pleinement informé à toutes les étapes de la procédure de conclusion d'accords internationaux entre l'Union et des pays tiers ou des organisations internationales;

The Interinstitutional Agreement also contains provisions making it possible to distribute expenditure relating to fisheries agreements between the budget headings concerned and the reserve on the basis of the date of entry into force of the agreements during the budgetary procedure.
