Noting with great appreciation the tangible interest that has surrounded the preparation of the Conference hosted by the EU and the wide participation of relevant stakeholders from international and regional organisations, the civil society, academia, and the private sector, the EU and the African, Caribbean and Pacific Group of States, representing the large majority of Small Island Developing States, have agreed:

It notes with satisfaction the information provided by the Commission on the negotiations in progress with international donors (IMF, World Bank, OECD) to find a common definition of output indicators so that data comparability can be achieved.

However, as well as expressing my regret about what is happening, which is well described in the resolution, I would like to emphasise the specific measures targeted by this resolution, which I think that both the Council and the Commission should put into practice immediately: the application of economic sanctions; the freezing of all financial aid granted through the International Monetary Fund and also through the European Investment Bank and the International Bank for Reconstruction and Development; support by all possible means for the efforts of Belarusian civil society with a view to achieving a society with greater freedom and democracy; restoring the ban on awarding visas to the main Belarusian leaders, extending it to top officials; suspension of the participation of Belarus in the activities of the Eastern Partnership at the Eastern Partnership summit to be held in Budapest; and, finally, intensification of the work relating to the directives for negotiating agreements for facilitating visas and readmission, with a view to strengthening contact between populations.
Mais, tout en regrettant ce qui se passe, et qui est par ailleurs bien décrit dans la résolution, je voudrais souligner les mesures concrètes proposées par la résolution qui, à mon avis, doivent être mises en œuvre immédiatement par le Conseil et la Commission: l’application de sanctions économiques, le gel de toutes les aides financières, qu’elles soient octroyées par le Fonds Monétaire International, la Banque européenne d’investissement (BEI) ou la Banque européenne pour la reconstruction et le développement (BERD), le soutien, par tout moyen possible, des efforts de la société civile biélorusse en vue d’une société plus libre et plus démocratique, la réintroduction de l’interdiction de visas à l’encontre des hauts dirigeants biélorusses étendue aux hauts fonctionnaires, la suspension de la participation de la Biélorussie aux activités du partenariat oriental au sommet qui doit se tenir à Budapest et, enfin, l’intensification des travaux sur les directives de négociation en vue de la conclusion d’accords de réadmission et de facilitation de délivrance de visas, afin de favoriser les contacts entre populations.

Notes with great concern that this has resulted in the World Bank being unable to respond to a number of countries which have been rendered particularly vulnerable by the crisis but do not meet the eligibility criteria for the International Bank for Reconstruction and Development (IBRD) or the International Development Association (IDA) or comply with allocation models requiring borrower creditworthiness and a record of 'good performance'; considers that this mismatch in funding highlights core problems with the World Bank's governance, which minimises risks to the institution and its non-borrowing members at the expense of its needy developing country members;
17. constate avec une vive préoccupation qu'en est résultée l'incapacité de la Banque mondiale à apporter une réponse à de nombreux pays que la crise a rendus particulièrement vulnérables, mais qui ne satisfont pas aux critères d'éligibilité de la Banque internationale pour la reconstruction et le développement (BIRD) ou de l'Association internationale de développement (AID) ni à des schémas d'attribution qui requièrent solvabilité de l'emprunteur et solidité de ses performances; estime que cette disparité dans le financement met en lumière des problèmes clefs en matière de gouvernance de la Banque mondiale, laquelle réduit au minimum les risques pour l'institution et pour ses membres non emprunteurs, au détriment de ses pays membres en développement et pauvres;

Notes that for years the Chinese banking system has been growing rapidly; that this has been accompanied by a gradual opening of the banking and financial sector to foreign interests; that this is taking place in accordance with the basic principles of the WTO Agreement and the transitional periods granted to China when it joined the WTO; that many Chinese commercial banks have already been authorised to work with foreign lenders; that, finally, more than 400 international banks and financial institutions have opened branches or representations in China; calls on China to continue this process, further to relax the remaining restrictions on foreign banks as regards customer transactions, areas of business and regional activities and ultimately to dismantle them altogether in order to create greater scope for development for foreign banks or banks with foreign capital participation; calls on China, furthermore, to allow all foreign or mixed banks to conduct customer transactions in the Renminbi, and, in the near future to lift all restrictions on Renminbi transactions by foreign banks throughout China; calls on China, furthermore, in addition to relaxing market access rules for foreign or mixed banks implemented introduced so far, also to relax controls on external financial institutions and, in this connection, to reduce the capital requirements for the establishment of foreign financial institutions from the present excessively high level so as to allow these undertakings effective market access;
