3. Recognises that the International Civil Aviation Organisation (ICAO) has committed to the development of a global market-based mechanism to reduce aviation emissions; deplores, however, the lack of progress and ambition until now; draws attention to the fact that globally agreed rules within the ICAO and the International Maritime Organisation (IMO) are required for aviation and maritime CO2 emission targets to be met; calls on all parties, therefore, to commit to an instrument and measures of an effective and structural nature guaranteeing reductions of CO2 emissions in aviation; calls on the IMO to speed up actions with a view to an agreement being reached to effectively regulate and decrease emissions from international shipping by the end of 2016;
3. observe que l'Organisation de l'aviation civile internationale (OACI) s'est engagée en faveur du développement d'un mécanisme fondé sur le marché mondial pour réduire les émissions de l'aviation; déplore néanmoins l'absence d'avancées et d'ambition jusqu'à présent; attire l'attention sur la nécessité de règles définies au niveau mondial au sein de l'Organisation de l'aviation civile internationale (OACI) et de l'Organisation maritime internationale (OMI) pour la satisfaction des objectifs des secteurs aérien et maritime en matière d'émissions de CO2; invite toutes les parties à s'engager en faveur d'un instrument efficace et structurel et de mesures garantissant la réduction des émissions de CO2 dans l'aviation; invite l'OMI à accélérer les actions en vue de parvenir à un accord pour réglementer efficacement et réduire les émissions du transport maritime international d'ici la fin de l'année 2016;

His Excellency the Governor General in Council, on the recommendation of the Secretary of State for External Affairs and the Minister of Finance, pursuant to section 5 of the Foreign Missions and International Organizations ActFootnote , is pleased hereby to repeal the International Civil Aviation Organization Privileges and Immunities Order, C.R.C., c. 1313, and to make the annexed Order respecting the privileges and immunities in Canada of the International Civil Aviation Organization (ICAO), in substitution therefor.

Mr. Speaker, pursuant to Standing Order 32(2), I have the honour to table, in both officials languages, the treaty entitled “Supplementary Agreement Between the Government of Canada and the International Civil Aviation Organization Regarding the Headquarters of the International Civil Aviation Organization”, done at Montreal, May 27.

Mr. Speaker, International Civil Aviation Day was established in 1994 on the 50th anniversary of the International Civil Aviation Organization, ICAO, which was created on December 7, 1944, and whose headquarters are in Montreal.
Monsieur le Président, la Journée de l'aviation civile internationale a été instituée en 1994, année du 50 anniversaire de l'Organisation de l'aviation civile internationale, l'OACI, créée le 7 décembre 1944, et dont le siège social est à Montréal.

Indeed, we marked its anniversary only four days ago when we celebrated International Civil Aviation Day.
Nous en avons marqué l'anniversaire voici à peine quatre jours, au moment de célébrer la Journée de l'aviation civile internationale.

23. Regrets that it was not possible to include a clear reference to the need to agree on binding emission cuts in aviation and maritime transport; notes that the Bali mandate does not exclude binding measures for aviation and maritime transport; reiterates its call for aviation and maritime transport emissions to be included in international GHG reduction commitments for the post-2012 period under the auspices of the UNFCCC, as the International Civil Aviation Organization (ICAO) and the International Maritime Organization (IMO) have not proved efficient in dealing with the issue;

Currently, responsibility for regulating air traffic standards in Europe falls on a number of bodies including the European Civil Aviation Conference (ECAC), the Joint Aviation Authority, the International Civil Aviation Organisation (ICAO) and Eurocontrol.

It will be in order to make improvements. Furthermore, to do so in a way which does not lead us to controversy and international dispute as has been the case with the current regulation. Of course, the Commission, the Community as such, is not part of the International Civil Aviation Organisation but rather it is the Member States who are members.
