Recalls that migration is a global and complex phenomenon which also requires a long‑term approach that addresses its root causes, such as poverty, inequality, injustice and armed conflict; urges the EU, its Member States and the international community to reinforce their role in conflict resolution and in particular to help find sustainable political solutions in those countries in conflict, such as the Middle East countries, Syria and Libya, and to strengthen political dialogue, including with regional organisations, by encompassing all elements of human rights in order to support inclusive and democratic institutions, to build the resilience of local communities and to foster social and democratic development in the countries of origin and among their peoples; urges the Commission, in this connection, to take a leading role and to bring together world leaders to address this issue as a matter of priority for the international community at large; looks forward to the Valletta Conference on Migration as an opportunity for constructive dialogue between the EU, the African Union and key countries which together can take decisive action to address the migration situation properly;

10. Welcomes the efforts of the US and of all the other contributing states to support the Iraqi national and local authorities in their fight against the IS; welcomes the call by the US for an international coalition against the IS, which is building up; also welcomes the decision taken by the members of the Arab League to endorse UN Security Council resolution 2170 (2014) and to take all necessary measures to fight terrorist groups in Syria and Iraq and cooperate with all international, regional and national efforts to re-establish peace and security in the region; calls on the international community to assist the Iraqi authorities in ensuring protection of, and assistance to, those fleeing the areas affected by terrorism in, particular members of vulnerable groups and of ethnic and religious communities; calls on all regional actors to contribute to efforts to promote security and stability in Iraq; recalls that it should be the ultimate commitment and responsibility of all regional actors, as well as of the EU, to do their utmost to guarantee the return of traditional minorities and all citizens to their original places of residence from where they were forced to flee; calls on the EU Member States to assist the Iraqi and local authorities by all possible means, including military assistance, in containing and repelling the terrorist and aggressive IS expansion;

The June 2003 Communication underpinned this new approach with three specific but complementary policy objectives: 1) the orderly and managed arrival of persons in need of international protection in the EU from the region of origin; 2) burden- and responsibility sharing within the EU as well as with regions of origin enabling them to provide effective protection as soon as possible and as closely as possible to the needs of persons in need of international protection, and 3) the development of an integrated approach to efficient and enforceable asylum decision-making and return procedures.
4. La communication de juin 2003 fondait cette nouvelle approche sur trois objectifs spécifiques mais complémentaires, à savoir: 1) l'arrivée organisée dans l'UE, à partir de leur région d'origine, des personnes ayant besoin d'une protection internationale, 2) la répartition des charges et des responsabilités au sein de l'UE ainsi qu'avec les régions d'origine pour qu'elles accordent, dès que possible, une protection effective qui corresponde, autant que faire se peut, aux besoins des personnes ayant besoin d'une protection internationale et 3) la définition d'une approche intégrée en vue de la mise en place, en matière d'asile et de retour, de procédures efficaces débouchant sur des décisions exécutoires.

6. In the Resolution of 1 April 2004 on both the March 2003 Communication and the June 2003 Communication, the European Parliament urged the EU to consider and commit itself decisively to a new approach to international protection based, on the one hand, on better management of access for persons requiring international protection within the territory of the Member States and on the other on the firm establishment of suitable responses to refugees' protection requirements in their regions of origin.
6. Dans sa résolution du 1er avril 2004 sur les communications de mars et de juin 2003, le Parlement européen a vivement incité l'Union européenne à s'engager et à examiner résolument une nouvelle approche de la protection internationale fondée, d'une part, sur une meilleure gestion de l'accès des personnes qui ont besoin d'une protection internationale sur le territoire des États membres et, d'autre part, sur la fourniture de réponses adéquates aux besoins de protection des réfugiés dans leurs régions d'origine.

In some cases, this situation is exacerbated by imports from third countries with false declarations of origin under the cover of the above international agreements, originating in countries where production and labour costs are considerably lower because they are not subject to the social and labour costs which affect the Community processing sector.
