Certainly on the WTO, when we went to Geneva for the 50th anniversary in May of this year, part of our statement was that the WTO also has to change the way it does business internally, that it has to engage the international constituency much better, have speedier decisions and have more transparency and openness.

Mr. Roy Bailey: This is for my own personal information on some of these projects that we've had that are Canada-wide, such as the Columbia River, for instance, which is part of the International Boundary Waters Treaty Act, and another one that I have in my constituency that took place long before the Canadian Environmental Assessment Act. I'm wondering if this act would be applicable at all if, say, too much water was being taken and that was disrupting the ecosystem and so on.
