2. In carrying out the functions referred to in paragraph 1 of this Article, the Bank shall work in close cooperation with all its members and, in such manner as it may deem appropriate within the terms of this Agreement, with the International Monetary Fund, the International Bank for Reconstruction and Development, the International Finance Corporation, the Multilateral Investment Guarantee Agency, and the Organisation for Economic Cooperation and Development, and shall cooperate with the United Nations and its Specialised Agencies and other related bodies, and any entity, whether public or private, concerned with the economic development of, and investment in, Central and Eastern European countries.
2. Convinced that the Multilateral Investment Guarantee Agency can play an important role in the encouragement of foreign investment complementing national and regional investment guarantee programs and private insurers of non-commercial risk; and

51. Encourages EU businesses to recognise the investment and tourism potential of all of Kashmir, and in particular the existence of a highly motivated workforce; suggests that European businesses might enter into joint ventures with local companies and that investment insurance schemes be created to boost investor confidence; calls on all parties to support and facilitate the representation of the respective chambers of commerce at international trade fairs in the European Union in order to allow them to promote their products for export;

Y. whereas the export credit and investment insurance agency (ECA) activities exert great influence on developing country infrastructure development, and whereas most of these agencies are not guided by strict environmental guidelines, resulting in major investments being undertaken in energy-intensive areas with no particular emphasis given to sustainable energy, notably energy efficiency, and whereas this contradiction between ECA financing and the commitments of the EU under the Climate Convention causes serious concern,

21. Calls on the Commission, the European Investment Bank, the EBRD, the World Bank, other international financial institutions, and the Ukrainian government to establish a foreign investments insurance and export promotion agency in Ukraine;

We are radically opposed to this way of thinking, which asks the Ukrainian authorities to give priority to encouraging ‘private enterprise’ and ‘internal investments’, to establishing in Ukraine, obviously with the help of European and international financial institutions, ‘a foreign investments promotion agency’, or to accelerating ‘agricultural reform’ and ‘the transition to private ownership of the land’.
Nous nous opposons radicalement à cette logique qui demande aux autorités ukrainiennes d'avoir pour priorité de favoriser "l'entreprise privée" et les "investissements intérieurs", d'établir en Ukraine, avec bien évidemment l'aide des institutions financières européennes et internationales, "une agence pour assurer les investissements étrangers", ou encore d'accélérer la "réforme agricole" et la "privatisation des terres".

- 3 - While certain inadequacies in available investment insurance exist, the excess capacity of national agencies, the development of MIGA's operations, and increased competition among private insurers indicate that Community enterprises seeking new ventures in central and eastern Europe can generally obtain the necessary cover.
