Recalls the need to put in place the conditions for a resumption of peace talks between Israel and the Palestinian Authority for a definitive settlement of the conflict based on a solution enabling both countries to live side by side in peace and security, based on the 1967 borders and with Jerusalem as capital of both states in accordance with international law; expresses again its deep concern over the rapidly deteriorating humanitarian situation in the Gaza Strip; is gravely concerned about the Israeli settlements policy in the West Bank; is deeply concerned by the stalemate in the dialogue and the mounting tensions between Israelis and Palestinians; calls for serious and credible efforts by both sides, the EU and the international community in achieving this; welcomes and supports High Representative Mogherini's determination for the EU to step up its engagement in the Middle East Peace Process and assert itself as a facilitator; urges all parties to refrain from any action that would worsen the situation in the form of incitement, provocation, excessive use of force or retaliation; reiterates its full support for the 2002 Arab peace initiative and calls on the LAS countries and Israel to put it into effect; stresses that any debate on resuming the peace process and on administrative and political control of the Gaza Strip by the Palestinian Authority would gain greatly by including the LAS; stresses the crucial role played by Egypt in bringing about the final ceasefire in the conflict between Hamas and Israel in summer 2014; calls on international donors to honour the commitments made by them at the Cairo Conference of October 2014;

In cooperation with the Member States, the Commission and the High Representative will: · Work towards a coherent EU International cyberspace policy to increase engagement with key international partners and organisations, to mainstream cyber issues into CFSP, and to improve coordination of global cyber issues; · Support the development of norms of behaviour and confidence building measures in cybersecurity. Facilitate dialogues on how to apply existing international law in cyberspace and promote the Budapest Convention to address cybercrime; · Support the promotion and protection of fundamental rights, including access to information and freedom of expression, focusing on: a) developing new public guidelines on freedom of expression online and offline; b) monitoring the export of products or services that might be used for censorship or mass surveillance online; c) developing measures and tools to expand Internet access, openness and resilience to address censorship or mass surveillance by communication technology; d) empowering stakeholders to use communication technology to promote fundamental rights; · Engage with international partners and organisations, the private sector and civil society to support global capacity-building in third countries to improve access to information and to an open Internet, to prevent and counter cyber threats, including accidental events, cybercrime and cyber terrorism, and to develop donor coordination for steering capacity-building efforts; · Utilise different EU aid instruments for cybersecurity capacity building, including assisting the training of law enforcement, judicial and technical personnel to address cyber threats; as well as supporting the creation of relevant national policies, strategies and institutions in third countries; · Increase policy coordination and information sharing through the international Critical Information Infrastructure Protection networks such as the Meridian network, cooperation among NIS ...

In its conclusions of 10 December 2007, the Council welcomed the establishment of a UN GGE and expressed its firm belief that a comprehensive, legally binding instrument, consistent with existing responsibilities of States under relevant international law and establishing common international standards for the import, export and transfer of conventional arms, would be a major contribution to tackling the undesirable and irresponsible proliferation of conventional arms.

Takes note of the fact that the Secretary-General of the Council of the European Union and High Representative for the CFSP, Javier Solana, reaffirmed that Member States must ensure that any measures they take to combat terrorism comply with their obligations under international law; expresses its concern about the omissions in the statements made to the Temporary Committee by the Council and its Secretary-General, regarding the Council's discussions and knowledge of the methods used by the United States in its campaign against terrorism; deplores the fact that he was unable to supplement the evidence already in the possession of the Temporary Committee; asks the Council to disclose all facts and discussions about matters within the remit of the Temporary Committee and to promote a European foreign policy and an international anti-terrorism strategy that respect human rights and fundamental freedoms;

I would like to remind you of the terms of the resolution we adopted on 30 January this year. Parliament reaffirmed its commitment to peace and the rule of international law. We voiced our full support for the work of Dr Hans Blix and Mr ElBaradei. We expressed the opinion that the violations of resolution 1441 thus far identified by the inspectors did not justify military action. We voiced our opposition to any unilateral military action. We expressed our view that any pre-emptive attack would contravene both international law and the Charter of the United Nations. We stated that such action would result in an even greater crisis involving other countries in the region.
Je rappelle les termes de notre résolution, adoptée dès le 30 janvier dernier, dans laquelle le Parlement européen réaffirmait son engagement à l'égard de la paix et du droit international ; soutenait pleinement les travaux de MM. Hans Blix et El Baradei ; estimait que les violations de la résolution 1441 actuellement relevées par les inspecteurs ne justifiaient pas le lancement d'une action militaire ; et, enfin, exprimait son opposition à toute action militaire unilatérale et estimait qu'une frappe préventive contreviendrait au droit international ainsi qu'à la Charte des Nations unies et qu'elle engendrerait une crise plus grave qui impliquerait d'autres pays de la région.
