4. The June 2003 Communication underpinned this new approach with three specific but complementary policy objectives: 1) the orderly and managed arrival of persons in need of international protection in the EU from the region of origin; 2) burden- and responsibility sharing within the EU as well as with regions of origin enabling them to provide effective protection as soon as possible and as closely as possible to the needs of persons in need of international protection, and 3) the development of an integrated approach to efficient and enforceable asylum decision-making and return procedures.
4. La communication de juin 2003 fondait cette nouvelle approche sur trois objectifs spécifiques mais complémentaires, à savoir: 1) l'arrivée organisée dans l'UE, à partir de leur région d'origine, des personnes ayant besoin d'une protection internationale, 2) la répartition des charges et des responsabilités au sein de l'UE ainsi qu'avec les régions d'origine pour qu'elles accordent, dès que possible, une protection effective qui corresponde, autant que faire se peut, aux besoins des personnes ayant besoin d'une protection internationale et 3) la définition d'une approche intégrée en vue de la mise en place, en matière d'asile et de retour, de procédures efficaces débouchant sur des décisions exécutoires.

In conjunction with work on resettlement (see point 2.2) and more adequate external assistance to countries that first receive refugees, in consultation with the HCR among others, European developments in regulated management of access to international protection in the territory of the Member States should make it possible to make better use of public finances of which a sizeable proportion is currently devoted to meeting needs which go beyond those involved in receiving persons in need of international protection.
Couplées aux travaux sur la réinstallation (voir point 2.2) et à une aide extérieure plus adéquate aux pays de premier accueil des réfugiés, en concertation notamment avec le HCR, des avancées européennes en matière de gestion régulée de l'accès à la protection internationale sur le territoire des États membres devraient permettre de mieux utiliser les finances publiques, dont une partie non négligeable est pour le moment consacrée à répondre à des besoins qui dépassent ceux de l'accueil des personnes en demande de protection internationale.
