To adopt an international accounting standard for application in the Community, it is necessary firstly that it meets the basic requirement of Directives 78/660/EEC, 83/349/EEC, 86/635/EEC and 91/674/EEC that is to say that its application results in a true and fair view of the financial position and performance of an enterprise - this principle being considered in the light of the said Council Directives without implying a strict conformity with each and every provision of those Directives; secondly that, in accordance with the conclusions of the Council of Economic and Finance Ministers of 17 July 2000, it is conducive to the European public good and lastly that it meets basic criteria as to the quality of information required for financial statements to be useful to users.
L'adoption d'une norme comptable internationale en vue de son application dans la Communauté devrait nécessairement remplir certaines conditions. En premier lieu, elle devrait respecter l'exigence fondamentale énoncée dans les directives 78/660/CEE, 83/349/CEE, 86/635/CEE et 91/674/CEE, à savoir que son application doit donner une image fidèle et honnête de la situation financière et des résultats d'une société – ce principe étant apprécié à la lumière desdites directives du Conseil sans impliquer toutefois une adéquation rigoureuse à chacune des dispositions de ces directives. En deuxième lieu, elle devrait, conformément aux conclusions du Conseil Economie et Finances du 17 juillet 2000, assurer le bien public européen. Enfin, elle devrait respecter des critères fondamentaux quant à la qualité de l'information requise pour l'établissement d'états financiers qui soient utiles aux utilisateurs.
