[6] According to Special Eurobarometer Survey 357 on international trade conducted in September 2010, 65% of respondents think that the EU has benefited a lot from international trade and 64% think that European products can compete well with those from outside.

But there are limits to the effectiveness of national action. Gaps are left which only the EU can fill. In order to reach its objectives, from the very outset the Treaty assigned a central role to fully-fledged common policies such as competition, trade, transport, agriculture and fisheries, and more recently EMU. There cannot be a true internal market and a customs union without precise rules to establish a level playing field. Without harmonising the great diversity of Member State policies, internal border controls would have had to be maintained, the EU could not have spoken with one voice in international trade and sustainability would have suffered in a downward spiral of negative competition.

The Union has championed a multilateral convention which would provide for the application of the UN Commission on International Trade Law (UNCITRAL) Rules on Transparency to ISDS arising from agreements concluded before 1 April 2014.

1. Welcomes the conclusion under the auspices of the United Nations of a legally binding Arms Trade Treaty on international trade in conventional arms after seven years of long negotiations; recalls that the Treaty aims to establish the highest possible common international standards for regulating the international trade in conventional arms, and to prevent and eradicate the illicit trade in conventional arms for the purpose of contributing to international and regional peace, security and stability and the reduction of human suffering; believes that the effective implementation of the Treaty may significantly contribute to enhancing respect for international human rights and humanitarian law worldwide; welcomes the substantial contribution of civil society organisations from the inception to the adoption of the Arms Trade Treaty;
1. se félicite de la conclusion, sous l'égide des Nations unies, d'un traité juridiquement contraignant sur le commerce international des armes classiques, qui est le fruit de sept longues années de négociations; rappelle que ce traité vise à établir les normes internationales communes les plus strictes possibles pour réglementer le commerce international des armes classiques et prévenir et éliminer le commerce illicite d'armes classiques afin de contribuer à la paix, à la sécurité, à la stabilité et à la réduction de la souffrance humaine aux niveaux international et régional; estime que la mise en œuvre effective du traité peut contribuer de manière significative à renforcer le respect des droits de l'homme et du droit international humanitaire dans le monde; se félicite de la contribution importante des organisations de la société civile, depuis le lancement de la procédure jusqu'à l'adoption du traité sur le commerce des armes;

146. Insists on the need to focus particularly on non-tariff barriers, which, as tariffs are gradually reduced or eliminated, tend to become the main obstacles to international trade; regards as unjustified all barriers resulting from the inconsistent implementation of bilateral and multilateral trade rules; regards as justified, on the other hand, all barriers resulting from legitimate legislative and administrative activities by public authorities originating in non-trade areas but having unintended consequences on trade, the elimination of which must be subject to public consultation and deliberation;

– (FR) Mr President, Commissioner, ladies and gentlemen, I, too, would like to begin by thanking my colleagues in the Committee on International Trade and, in particular, the shadow rapporteurs from the various groups for their cooperation in the drafting of this third report on a related topic. Today, we are able, thanks to this cooperation, to present a set of innovative, concrete proposals to move corporate social responsibility forward within the framework of EU trade policy.
− Monsieur le Président, Monsieur le Commissaire, chers collègues, je voudrais moi aussi commencer par remercier les collègues de la commission du commerce international et, en particulier, les rapporteurs fictifs des différents groupes pour leur coopération dans l’élaboration de ce troisième rapport sur un sujet voisin, et qui nous permet de présenter aujourd’hui un ensemble de propositions novatrices et concrètes pour faire avancer la responsabilité sociale des entreprises, dans le cadre de la politique commerciale de l’Union européenne.
