But there are limits to the effectiveness of national action. Gaps are left which only the EU can fill. In order to reach its objectives, from the very outset the Treaty assigned a central role to fully-fledged common policies such as competition, trade, transport, agriculture and fisheries, and more recently EMU. There cannot be a true internal market and a customs union without precise rules to establish a level playing field. Without harmonising the great diversity of Member State policies, internal border controls would have had to be maintained, the EU could not have spoken with one voice in international trade and sustainability would have suffered in a downward spiral of negative competition.

I would highlight the following: confirmation of the need for a common policy as a prerequisite for competitive and environmentally sustainable agriculture in Europe; the contributions made by the Commission to ensure that the CAP is fairer and more acceptable to society; the emphasis on simplification and cutting of red tape; confirmation of the proposal to give more freedom of choice to farmers in defining their productive options; financial reinforcement of rural development and expansion of its scope to the new challenges (energy, climate, water, biodiversity); introduction of the principle of progressive modulation; additional flexibility granted to Member States in managing the CAP (I am talking about Article 68); creation of a risk and crisis management system with Community cofinancing, and the positive general direction taken in discussions on the post-2013 model and in the European Union’s response to the World Trade Organization negotiations, aimed at a fair and reciprocal agreement for regulated international trade in agricultural products.
Je pense notamment à la confirmation de la nécessité d’une politique commune en tant que condition indispensable au développement d’une agriculture durable d’un point de vue compétitif et environnemental en Europe, aux contributions apportées par la Commission afin de veiller à ce que la PAC soit plus juste et plus acceptable pour la société, à la confirmation de la proposition visant à simplifier et à réduire la bureaucratie, à la confirmation de la proposition visant à laisser une plus grande liberté aux agriculteurs pour définir leurs options de production, au renforcement financier du développement rural et à l’élargissement de son champ d’application afin de tenir compte des nouveaux défis (énergie, climat, eau, biodiversité), à l’introduction du principe de modulation progressive, à la plus grande marge de manœuvre laissée aux États membres dans la gestion de la PAC (je parle ici de l’article 68), à la création d’un système de gestion des risques et des crises avec un cofinancement communautaire et à la bonne direction générale prise par les discussions relatives au modèle applicable après 2013 et à la réponse de l’Union européenne dans le contexte des négociations au sein de l’Organisation mondiale du commerce, qui visent à trouver un accord équitable et réciproque pour un commerce international réglementé des produits agricoles.

Taking account of experience gained, the prospects for market development both within and outside the Community and the new international trade situation, it is appropriate to develop an overall, coherent information and promotion policy for agricultural products and their method of production as well as for food products based on agricultural products, on the internal market and on third country markets, without encouraging the consumption of any product on grounds of its specific origins.
Compte tenu de l’expérience acquise, des perspectives d’évolution des marchés tant à l’intérieur qu’à l’extérieur de la Communauté, ainsi que du nouveau contexte des échanges internationaux, il convient de développer une politique globale et cohérente d’information et de promotion en ce qui concerne les produits agricoles et leur mode de production, ainsi que les produits alimentaires à base de produits agricoles, sur le marché intérieur et dans les pays tiers, sans toutefois inciter à la consommation d’un produit en raison de son origine particulière.
