Definition: Personality disorder characterized by a definite tendency to act impulsively and without consideration of the consequences; the mood is unpredictable and capricious. There is a liability to outbursts of emotion and an incapacity to control the behavioural explosions. The Union’s common security and defence policy is an integral part of the common foreign and security policy and provides the Union with an operational capacity to undertake missions outside the Union for peace-keeping, conflict prevention and strengthening international security in accordance with the principles of the United Nations Charter.

C. whereas in conflict zones, the warring parties might convert schools into training camps, arms depots or bases for military operations; whereas the use of schools and other forms of educational facilities for military use hinders and restricts the use of such facilities for their rightful purpose by students and teachers, in both the short and long term, hampering access to education, which is one of the most important tools in preventing different forms of discrimination and oppression and is also a human right enshrined in Article 26 of the Universal Declaration of Human Rights; whereas under Article 38 of the Convention on the Rights of the Child the States Parties undertake to ensure respect for rules of international humanitarian law applicable to them in armed conflicts which are relevant to the child; whereas, however, the protection and education of children in emergency situations and crises are among the humanitarian actions that attract the least amount of funding;

That the Senate urge the Government of Canada to undertake all necessary measures to promote his rehabilitation, in accordance with this country's international obligations on child rights in armed conflicts, namely the Optional Protocol to the Convention on the Rights of the Child on the Involvement of Children in Armed Conflict; and

4. se félicite, compte tenu de la nécessité de trouver une solution politique au conflit qui frappe l'est de la RDC, de la tenue de la conférence pour la paix de Goma; souligne cependant, malgré l'absence notable de représentants des Interhamwes (FDLR), la fragilité des promesses de démobilisation et de l'engagement de cessez-le-feu intervenu le 23 janvier 2008 au terme de cette conférence, et continue donc d'encourager tous les acteurs de ce conflit à déployer sans relâche leurs efforts de paix et à cesser de violer les droits de la personne humaine et le droit international humanitaire, à arrêter toute attaque visant les civils et à permettre aux organisations humanitaires de venir en aide à la population civile;

We reiterate that all parties to the conflicts are responsible for the protection and security of humanitarian personnel in their zones of control.We strongly encourage all signatories to the Lusaka Agreement to respect their undertakings and bring an end to the conflict and to respect the human rights of civilian populations and their obligations under international humanitarian law.
Nous rappelons qu'il incombe à toutes les parties au conflit d'assurer la protection et la sécurité du personnel humanitaire dans les zones sous leur contrôle.
