Mr. Speaker, today we stand to support the International Union Against Cancer in recognizing World Cancer Day.

Stresses that closer cooperation with stakeholders, with the participation of civil society and employers' and employees' organisations at international, European, national, regional and local level, should be established for a representative and effective partnership. The European Partnership for Action Against Cancer should gather those stakeholders with a genuine interest in improving health outcomes. The potential of this forum to contribute to the development and dissemination of best practice guidelines should not be underestimated. The Partnership should also establish channels of communication with other fora, such as the EU Health Policy Forum, to ensure the work against cancer is giving due consideration to other concerns such as health inequities, the determinants of health and the role of health professionals, all of which have a clear impact on the prevalence and treatment of cancer;

Welcomes the Commission proposal to set up a European Partnership for Action Against Cancer for the period 2009-2013 to support the Member States in their efforts to tackle cancer by providing a framework for identifying and sharing information, capacity and expertise in cancer prevention and control and by engaging relevant stakeholders across the European Union in a collective effort;

The "Europe Against Cancer" Programme will host an internatinal scientific seminar at the Commission Offices in Luxemburg (Jean Monnet Building) on Wednesday 6 September 1995 Cancer is a disease which causes over 800 000 deaths annually in the European Union and over 1.3 million new cases are reported each year.
Le programme "L'Europe contre le cancer" accueillera un séminaire scientifique international dans les locaux de la Commission à Luxembourg (Bâtiment Jean Monnet), le mercredi 6 septembre 1995. Le cancer cause plus de 800 000 décès par an dans l'Union européenne et plus d'un million trois cent mille nouveaux cas sont signalés chaque année.

THE COUNCIL OF THE EUROPEAN UNION Having regard to the Treaty establishing the European Community, Considering Article 3(2) of Council Decision 90/238/Euratom, ECSC, EEC of the Council and the Representatives of the Governments of the Member States, meeting within the Council, of 17 May 1990 adopts a 1990 to 1994 action plan in the context of the "Europe against Cancer" programme, (1) Whereas a report on the evaluation of the effectiveness of action undertaken in the context of the "Europe against Cancer" programme (1987 to 1992) was submitted by the Commission on 23 March 1993, RECOGNIZES the importance of the programme, which remains entirely valid today, in particular in its role as a catalyst for, and spur to, action in the Member States to combat cancer; CONSIDERS that backing projects carried out in Member States and undertaking Community action are appropriate means of implementing the programme; UNDERLINES, however, the need to redefine and strengthen, as provided in the programme, forms of co-operation between the Commission and Member States and - as one of the means available for that purpose - to ensure improved co-ordination between the various committees under the programme with a stronger role for the Consultative Committee; INVITES the Commission to submit in due course a draft third action plan, taking into account the Council Resolution of 27 May 1993 on future action in the field of public health as well as the objectives and improvements set out in below.
LE CONSEIL DE L'UNION EUROPEENNE, vu le traité instituant la Communauté européenne, considérant l'article 3 paragraphe 2 de la décision 90/238/Euratom, CECA, CEE du Conseil et des représentants des gouvernements des Etats membres, réunis au sein du Conseil, du 17 mai 1990, adoptant un plan d'action 1990-1994 dans le cadre du programme "L'Europe contre le cancer" (1), considérant le rapport sur l'évaluation de l'efficacité des actions entreprises dans le cadre du programme "L'Europe contre le cancer" 1987- 1992, présenté par la Commission le 23 mars 1993, RECONNAIT l'importance du programme, qui conserve aujourd'hui toute sa valeur, en particulier en raison de son effet catalyseur et stimulant sur les actions entreprises dans les Etats membres pour lutter contre ce fléau ; ESTIME que le soutien de projets réalisés dans les Etats membres ainsi que la réalisation d'actions communautaires constituent une approche adéquate pour la mise en oeuvre du programme ; INSISTE cependant sur la nécessité de redéfinir et de renforcer, conformément à ce qui est prévu dans le programme, les formes de coopération entre la Commission et les Etats membres et, comme un des moyens disponibles à cette fin, d'assurer une meilleure coordination entre les divers comités du programme, en renforçant le rôle du comité consultatif actuel ; INVITE la Commission à présenter en temps utile un projet de troisième plan d'action en tenant compte de la résolution du Conseil du 27 mai 1993 concernant l'action future dans le domaine de la santé publique, ainsi que des objectifs et améliorations indiqués ci-après.

Considerable efforts are currently under way in the Community as well as nationally and internationally in the fight against cancer.
