Regions wishing to establish specific measures of interregional cooperation involving regional innovation which go beyond networking are invited to submit an application for part-financing under the Community Initiative Interreg IIIC, which aims to stimulate cross-border cooperation in general and interregional cooperation in particular.

Territorial cooperation will promote the balanced development of the territory.Based on the acknowledged experience of the INTERREG III Initiative, the Commission is proposing a new Objective for cross-border, transnational and interregional cooperation which will receive 4 % of the funding for the future regional policy.All the NUTS III regions on internal and external frontiers, whether on land or sea, will be able to cooperate with their neighbours, particularly on the key topics of the Lisbon and Göteborg agenda.The Commission wants to set up two new legal instruments for cooperation: the "cross-border regional collectivity" on internal frontiers and a "new neighbourhood instrument" on the Union's external frontiers.

Considers that further exploitation of the opportunities offered in the context of the European Territorial Objective is of crucial importance; believes, in this connection, that the European Grouping of Territorial Cooperation (EGTC) can constitute an important instrument for further strengthening transnational, cross-border and interregional cooperation, even with countries which are not EU Member States; sees the development of interregional cooperation across national borders as evidence of the particularly important contribution made by the regions to rapid assistance for the purposes of civil protection; considers that this fruitful cooperation extends, inter alia, to the shared aim of mapping risks and assessing potential threats, and that it is here that the EU can make a valuable and visible contribution to even more effective and efficient cooperation, above all by improving coordination;

Your rapporteur also suggests that the regions should make greater use of the possibilities offered by Article 37(6)(b) of the basic regulation, which provides, at the instigation of the Member State concerned, for the inclusion in a 'convergence' or 'regional competitiveness and employment' operational programme of interregional cooperation measures involving a region or local authority in another Member State.

Interregional cooperation brings a further dimension into cross-border cooperation (Strand A) and transnational cooperation (Strand B) under INTERREG III. It allows regions which are not necessarily direct neighbours to enter into contact and to build up relationships, leading to exchanges of experience and networking which will assist the balanced, harmonious and sustainable development of the European Union and third countries.
