La Commission propose d'établir, à terme, une Association interrégionale Union Européenne-MERCOSUR; pour y parvenir, en tant qu'étape intermédiaire, la Commission propose de conclure un accord-cadre de coopération économique et commerciale avec le MERCOSUR (Marché Commun du Sud : Argentine, Brésil, Paraguay et Uruguay).

This agreement would, in particular, cover the following aspects: - preparations for the liberalization of trade under the planned interregional association; - threefold support for Mercosur's integration: trade (harmonization of nomenclatures, origin rules etc.); economic (technical assistance for the establishment of a single market etc.); regional (technical, industrial and financial backing for major regional transport projects, energy, etc.); - a stepping-up of ministerial-level dialogue and consultation between the Union and Mercosur on political and cooperation issues of common interest.
Cet accord-cadre à court terme couvrirait notamment les trois aspects suivants : - la préparation de la libéralisation des échanges telle que prévue à terme par l'Association interrégionale; - l'appui à l'intégration de MERCOSUR dans trois aspects : commercial (harmonisation des nomenclatures, règles d'origine, etc); économique (assistance technique pour la mise en place du marché intérieur, etc); régional (soutien technique, industriel et financier de grands projets régionaux de transports, énergie, etc); - l'approfondissement du dialogue et de la concertation entre l'UE et le MERCOSUR au niveau ministériel sur les sujets politiques et de coopération d'intérêt commun.
