The Commission considers that amending the Regulation laying down provisions for the implementation of the Community Customs Code is an expedient way to realise one of the main goals of the European maritime transport space without barriers, namely significantly reducing the administrative burden imposed to intra-Community maritime transport, without inducing adverse effects on other categories of sea transport carrying third-country goods.
De l'avis de la Commission, modifier le règlement qui fixe des dispositions d'application du code des douanes communautaire est un moyen rapide d'accomplir l'un des principaux objectifs de l'espace maritime européen sans barrières, qui est de réduire notablement la charge administrative qui pèse sur l'activité de transport maritime intracommunautaire sans engendrer d'effets défavorables pour d'autres catégories de transport maritime de marchandises tierces.

Through specific guidelines, the Commission will encourage more effective and faster clearance of animal and plant products in intra-Community maritime transport as described in Council Directive 89/662/EEC[6] on veterinary checks, Council Directive 90/425/EEC[7] on veterinary and zootechnical checks and Council Directive 2000/29/EC[8] on protective measures for plants or plant products.

This communication proposes the creation of a maritime transport space without barriers in the European Union (EU) designed to harmonise and simplify administrative procedures in short sea shipping. This would improve the efficiency and competitiveness of intra-EU maritime transport and make the procedures for maritime transport as simple as those for other modes of transport.
Cette communication propose la création d’un espace de transport maritime sans barrières au sein de l’Union européenne (UE) afin d’améliorer l’efficacité et la compétitivité du transport maritime intracommunautaire et de rendre les procédures aussi simples que les autres modes de transport.

In the Communication ".Keep Europe Moving - Sustainable mobility for our continent", the Commission considered it necessary to remove the obstacles affecting intra-EU maritime transport and therefore announced the creation of a European maritime transport space without barriers.
Dans sa Communication ".Pour une Europe en mouvement - Mobilité durable pour notre continent", la Commission estimait nécessaire d’éliminer les entraves affectant le transport maritime intracommunautaire.

This communication proposes an action plan containing short and medium term measures as well as recommendations to the EU countries. The action plan aims extend the internal market to intra-EU maritime transport by eliminating or simplifying administrative procedures.

2. Objective of the European maritime transport space without barriersThe European maritime transport space without barriers is a concept which extends the Internal Market to intra-EU maritime transport by eliminating or simplifying administrative procedures in intra-EU maritime transport, the aim being to make it more attractive, more efficient and more competitive, and to do more to protect the environment.
La création d'un espace maritime européen sans barrières répond à l'objectif d'étendre le marché intérieur au transport maritime intracommunautaire en supprimant ou en simplifiant les procédures administratives applicables à ce mode, le rendant ainsi plus attrayant, plus efficace et plus compétitif, tout en protégeant davantage l'environnement.

In order to simplify the administrative formalities applicable to intra-EU maritime transport, the Commission proposes to:

To this end, the Commission considers that the alternative security provisions contained in the amendment to the SOLAS Convention should be applied to intra-Community maritime transport.
