One part of the challenge is that while Europe and the United States invest similar amounts in their public-sector science bases, the Union has nearly three times as many public-sector researchers, resulting in significantly lower investment per researcher.

However, the already negative effects of Europe's relatively low investment in research (...) are compounded by a number of structural deficits inherent in the European RD system. These systemic weaknesses make Europe a less-attractive place for RD investors and researchers, and produce a wasteful fragmentation of research efforts.

Those difficulties are undermining the European Union’s competitiveness, and highlight a gap in productivity compared with the United States and Japan, low levels of investment and research and development, low levels of innovation, particularly as regards high technology, and the delocation of research activities. All of this needs to be addressed.

Overall, this action plan aims at building a momentum, ensuring that the necessary initiatives at European and national levels are sustained, mutually consistent and commensurate with the challenge of bringing radical improvements to the European system of research and technological innovation. It marks the start of a process which has the potential to boost Europe’s attractiveness for entrepreneurs and investment in Research and Development.
Dans l’ensemble, ce plan d’action vise à nourrir une dynamique qui favorisera le développement des initiatives requises aux niveaux européen et régional, initiatives qui demeureront cohérentes entre elles et en phase avec l’enjeu que représente l’amélioration radicale du système européen de recherche et d’innovation technologique. Ce plan marque le début d’un processus qui sera à même d’attirer les esprits entreprenants en Europe et de stimuler les investissements dans le domaine de la recherche et du développement.

Past investments in research and development have not resulted in new health interventions suitable for use by developing countries and which meet their health needs. Three main reasons for this are identified: (i) a fragmented European research effort and poor networking (ii) organisational and economic impediments to the conduct of large scale clinical trials and (iii) low levels of developing country participation in clinical research, primarily due to lack of trial and trained staffing capacity.
