It is essential that the public services and the municipalities become involved in order to solve these technical and administrative problems.
Afin de résoudre ces problèmes techniques et administratifs, il est essentiel que les services publics et les municipalités s'y impliquent.

As regards point (c), in order to avoid misinterpretations and unnecessary administrative costs and burden, the whole of Title V should apply from 1 January 2015 except as regards the application of the sCMO Regulation. Reiterates the importance of effective implementation of the decentralisation process and warmly welcomes the high participation of Kosovo Serbs south of the Ibar river in the last elections – a step towards building their sustainable future in the country; urges the Government to fully support the newly elected leadership in these municipalities with sufficient financial and political assistance so that they can quickly establish the necessary structures in order to start delivering important services, with the assistance of the Commission; sees efficiently functioning municipal structures as essential for participation by Kosovo Serbs in the political processes and administrative structures of Kosovo; encourages the international community to support development and infrastructure projects coming from the newly established municipalities; in order to avoid a clash with the parallel structures, in particular in the field of education and health, encourages the Government, with the aid of EUSR/ICR, to come up with a strategy on how to deal with such structures;

Reminds the candidate countries that the administrative and judicial implementation of the acquis remains the biggest problem; supports the Commission in the implementation of its administrative action plan aimed at increasing the administrative and judicial capacity of the candidate countries; urges the Commission, however, to provide for a much stronger local and regional component in order to prepare the subnational level in the candidate countries for the responsibilities of membership; supports regional and local authorities in their efforts to take part by opening up funding possibilities and twinning instruments for municipalities, too;

Three institution-building projects are ongoing: the provision of technical assistance to the Judicial Training Centre, in order to improve the effectiveness of the judiciary and the training of judicial officials; technical assistance support to the Institute of Public Administration, in order to design an overall action plan for preparing a new Civil Service legislation; and technical assistance to the Union of Municipalities (EUR180,000), in order to create a professionally managed and operational association able to strengthen the local government system.
Trois projets de renforcement des institutions sont en cours : la mise à disposition d'une assistance technique au centre de formation judiciaire, afin d'améliorer l'efficacité du système judiciaire et la formation des autorités judiciaires; le soutien à l'assistance technique à l'Institut d'administration publique, afin d'élaborer un programme d'action global pour la préparation d'une nouvelle législation de la fonction publique; et l'assistance technique à l'Union des municipalités (180 000 euros), afin de créer une association fonctionnelle gérée de manière professionnelle capable de renforcer le système de gouvernement local.
