The EU has stepped up its engagement with the Iraqi political leadership through, among other things, the establishment of a framework for a political dialogue based on the EU-Iraq Joint Declaration on Political Dialogue signed on 21 September 2005, Troika visits and the June 2005 EU-US sponsored international conference in Brussels.

B. whereas the disintegration of the Iraqi-Syrian border has provided IS with opportunities to enhance its presence in both countries; whereas IS has, over the past months, extended its territorial conquest from eastern Syria into north-western Iraq, including Iraq’s second-largest city, Mosul; whereas on 29 June 2014 it was reported that IS had proclaimed a ‘caliphate’, or ’Islamic state’, in the territories it controlled in Iraq and Syria, and whereas its leader, Abdu Bakr al-Baghdadi, has declared himself as the caliph; whereas IS does not recognise the internationally accepted borders and has declared its intention to spread the ‘Islamic caliphate’ to other Muslim-majority countries;

A. whereas the jihadist al-Qaeda splinter group Islamic State (IS) – formerly the Islamic State of Iraq and the Levant (ISIL) – conquered parts of north-western Iraq, including Iraq’s second largest city, Mosul, followed by summary executions of Iraqi citizens, the imposition of a harsh interpretation of Sharia law, the destruction of the Shiite, Sufi and Sunni places of worship and shrines, the desecration of churches, and other atrocities against the civilian population; whereas the IS has declared its intention of ridding Iraq of Shiites and destroying their holy places in the cities of Karbala and Najaf;

Insists on the urgent advancement of the peace process in the Middle East, with the involvement of all the countries in the region; stresses that there is no military solution to the various conflicts in the region, as proved by the situation in Iraq; declares once again that a just and lasting solution to the Israeli-Palestinian conflict is only possible on the basis of the existence of two democratic, sovereign and viable states living peacefully side-by-side within secure and recognised borders; invites the Quartet and all actors in the region to act urgently for the resumption of negotiations with the parties concerned; welcomes the relaunch of the Plan adopted by the Arab League at the Riyadh Summit; welcomes the formation of the Palestinian national unity government and urges both transatlantic partners to engage in a constructive dialogue with it; stresses the importance of recent initiatives, including those of the US House of Representatives, concerning Syria as a positive step in promoting dialogue with all the parties concerned in the region;

Expresses the need to move on from past events and to look towards the future; is greatly saddened by the death of the thousands of civilians and foreign troops who are estimated to have perished since the beginning of the invasion and the constantly rising monthly death rate; expresses great concern over the deteriorating security situation in Iraq since the end of combat operations was declared on 1 May 2003; expresses its hope that the lessons learned from the Iraq war will lead to more multilateral, democratic and results-oriented conflict management worldwide in the future;
