It responds to the request of the EU Foreign Affairs Council of 19 June 2017 for the High Representative for Foreign Affairs and Security Policy and the European Commission to present a new strategy to focus on the ways in which the EU can contribute to addressing the specific challenges that Iraq now faces.

The Commission's 2004 Communication entitled The European Union and Iraq: A Framework for Engagement and the accompanying letter signed by the Commissioner for External Relations and the High Representative for Common Foreign and Security Policy (CFSP) set out a medium-term strategy for EU engagement with Iraq as a response to the formation of the new Iraqi Interim Government and the adoption of UN Security Council Resolution 1546.

The actions proposed in the Joint Communication will be discussed with EU Member States at the Foreign Affairs Council on 22 January and with the European Parliament, and will contribute to a new EU strategy for Iraq.

Today, the High Representative of the Union for Foreign Affairs and Security Policy and the European Commission adopted a Joint Communication proposing an EU strategy for Iraq in order to address the many challenges the country faces following the territorial defeat of Da'esh.

4. Stresses that IS not only poses a serious threat to the people of Iraq and Syria, and to the broader Middle East, but is also a direct threat to the security of European countries; emphasises that Iran and certain Gulf states, which are significant parties, have a responsibility to contribute to de-escalation efforts in Iraq and Syria; commends the role of neighbouring countries, including Jordan and Lebanon, in accepting refugees; calls for the EU to present its comprehensive regional strategy on Syria and Iraq and the IS threat without delay; emphasises that the EU needs a strategy that complements UN and counter-IS coalition activities and is aimed at engaging with regional partners in order to address terrorism financing, the supply of weapons and the flow of transnational foreign fighters;

Notes the fact that Iraq is to be discussed; calls on the EU and its Member States to issue a fresh condemnation of the Coalition forces’ intervention in Iraq, to demand the immediate withdrawal of all foreign forces from Iraq, and by the same token to condemn all interference, past, current or future, by foreign powers in Iraq’s affairs;

14. Calls on the European Union and its Member States to take the opportunity to promote a new UN Security Council Resolution on Iraq with a view to assessing the situation, enhancing the stabilisation process and (a) setting out guarantees for a greater commitment by, and a leading role for, the United Nations, (b) providing for examination of, and decision-making regarding, the replacement of foreign troops in Iraq by a UN peace-keeping force, particularly since all political parties running for election asked for the withdrawal of foreign troops, and since some of the countries participating in the war have now withdrawn or decided to withdraw their troops, on the basis that any decision regarding the withdrawal of foreign troops is to be progressively implemented in accordance with a clear timetable, (c) providing for consideration of the participation in training Iraqi armed forces and police forces by countries not taking part in the war;
