The Commission’s Communication of 2004, “The European Union and Iraq: A Framework for Engagement”[1] and the letter signed by the Commissioner for External Relations and the High Representative, which accompanied it, set out a medium-term strategy for EU engagement with Iraq as a response to the new Iraqi Interim Government and the adoption of UN Security Council Resolution 1546.
La communication de la Commission de 2004 intitulée «L'Union européenne et l'Iraq: Un cadre pour l'engagement»[1] et la lettre qui l'accompagnait, signée par le commissaire chargé des relations extérieures et par le Haut Représentant, définissent une stratégie à moyen terme concernant l'engagement de l'UE auprès de l'Iraq, à la suite de la désignation du nouveau gouvernement intérimaire iraquien et de l'adoption de la résolution 1546 du Conseil de sécurité de l'ONU.

The Commission's 2004 Communication entitled The European Union and Iraq: A Framework for Engagement and the accompanying letter signed by the Commissioner for External Relations and the High Representative for Common Foreign and Security Policy (CFSP) set out a medium-term strategy for EU engagement with Iraq as a response to the formation of the new Iraqi Interim Government and the adoption of UN Security Council Resolution 1546.

The appointment of a new Iraqi Interim Government and the adoption of United Nations Security Council Resolution 1546 on 8 June 2004 confirming the transfer of authority to Iraqis and reinforcing the role of the United Nations offers an opportunity for the EU to support Iraqi efforts to bring a new direction to their country.
La désignation d'un nouveau gouvernement intérimaire iraquien et l'adoption de la résolution 1546 du 8 juin 2004 du Conseil de sécurité des Nations unies, prévoyant le transfert de l'autorité aux Iraquiens et renforçant le rôle des Nations unies, offrent à l'UE l'occasion de soutenir les efforts de l'Iraq pour emprunter une nouvelle voie.

Instructs its President to forward this recommendation to the Council and, for information, to the Commission, as well as to the UN Secretary General, the UN Security Council and the Coalition Provisional Authority in Iraq, the Iraqi Interim Governing Council and the Iraqi Provisional Government.

Nevertheless, the appointment of a new Iraqi Interim Government and the adoption of UN Security Council Resolution 1546 on 8 June 2004 confirming the full transfer of responsibility and authority to Iraqis as of 30 June 2004 and reinforcing the central role of the United Nations offers an opportunity for the EU to support Iraqi efforts to bring a new direction to their country.
Néanmoins, la désignation d'un nouveau gouvernement intérimaire iraquien et l'adoption de la résolution 1546 du 8 Juin 2004 du Conseil de sécurité des Nations unies confirmant le transfert complet des compétences et de l'autorité aux Iraquiens le 30 juin 2004 et renforçant le rôle central des Nations unies offre à l'UE l'occasion de soutenir les efforts de l'Iraq pour emprunter une nouvelle direction.

1.10 To fulfil this aim, the Iraqi democratic political forces should be more involved in the transition process; at the same time the Iraqi provisional institutions such as the Interim Governing Council (IGC) and the Provisional Government recently appointed, should be replaced as soon as possible by a new, internationally recognised elected government, so that Iraq exercises, during the current transition phase, its international rights in international organisations such as the UN, the Arab League, the Gulf Co-operation Council, OPEC and others; welcomes in this respect the admittance of the Iraqi Governing Council to the meetings of the Arab League;
pour ce faire, les forces politiques démocratiques irakiennes doivent participer plus activement au processus de transition; en même temps, les institutions provisoires d’Irak, comme le Conseil intérimaire de gouvernement (CIG) et le gouvernement provisoire récemment désigné, seront remplacées dès que possible par un nouveau gouvernement élu, reconnu par la communauté internationale, afin que l’Irak exerce, pendant la phase de transition actuelle, ses droits internationaux au sein d’organisations internationales comme l’ONU, la Ligue arabe, le Conseil de coopération du Golfe, l’OPEP, etc.; se félicite à cet égard de l’invitation faite au Conseil de gouvernement irakien à assister aux réunions de la Ligue arabe;
