Taking account of the structural social and economic situation of Guadeloupe, French Guiana, Martinique, Réunion, Saint-Barthélemy, Saint-Martin, the Azores, Madeira and the Canary Islands, which is compounded by their remoteness, insularity, small size, difficult topography and climate, economic dependence on a few products, the permanence and combination of which severely restrain their development, the Council, on a proposal from the Commission and after consulting the European Parliament, shall adopt specific measures aimed, in particular, at laying down the conditions of application of the Treaties to those regions, including common policies.
Compte tenu de la situation économique et sociale structurelle de la Guadeloupe, de la Guyane française, de la Martinique, de la Réunion, de Saint-Barthélemy, de Saint-Martin, des Açores, de Madère et des îles Canaries, qui est aggravée par leur éloignement, l'insularité, leur faible superficie, le relief et le climat difficiles, leur dépendance économique vis-à-vis d'un petit nombre de produits, facteurs dont la permanence et la combinaison nuisent gravement à leur développement, le Conseil, sur proposition de la Commission et après consultation du Parlement européen, arrête des mesures spécifiques visant, en particulier, à fixer les conditions de l'application des traités à ces régions, y compris les politiques communes.

In one case, it covers the following outermost regions: Guadeloupe, French Guiana, Martinique, Réunion, Saint-Barthélemy, Saint-Martin, the Azores, Madeira and the Canary Islands.

Nine regions are currently covered by the programme, namely: Guadeloupe, French Guyana, Martinique, Réunion, Saint-Barthélemy and Saint-Martin in France; the Azores and Madeira in Portugal; and the Canary Islands in Spain.

Coasts, territorial and jurisdictional waters of five EU member states (France, Ireland, Portugal, Spain and the United Kingdom, and their overseas territories, i.e. the Azores, the Canary Islands, French Guiana, Guadeloupe, Madeira, Martinique, Saint-Barthélemy and Saint-Martin), as well as international waters fall within the strategy's scope.

The Commission has just decided to grant emergency aid to the populations of the French overseas territory in Guadeloupe (Saint Martin, Saint Barthélémy and the mainland), several of the Dutch Antillies (Saint Maarten, Seba and Saint Eustatius), and the UK dependent territories (Anguilla, the British Virgin Islands and Monserrat) as well as ACP countries in the Antillies which suffered from the passage of cyclone Luis through the region on 6-9 September.
