whereas the first World Humanitarian Summit will be held in Istanbul on 23-24 May 2016; whereas, in his report for the World Humanitarian Summit entitled ‘One humanity, shared responsibility’, the UN Secretary-General draws attention to what he calls ‘the brazen and brutal erosion of respect for international human rights and humanitarian law’ in armed conflict situations, which threatens to cause a return to an era of war without limits; whereas the report notes that the failure to demand and promote respect for these norms and to support the existing enforcement, monitoring and accountability mechanisms contributes to this erosion.

Calls on the Commission to prepare as soon as possible the necessary steps for ratification by the EU of the Council of Europe Convention on preventing and combating violence against women and domestic violence, without prejudice to the EU responsibility to consider all necessary actions to end and prevent violence against women in all Member States, and calls on the Member States to ratify the Istanbul Convention, which is instrumental to the eradication of violence against women, including digital forms of violence, since it introduces harmonised legal definitions and modes of prosecution of crimes that are facilitated by new communication technologies, such as trafficking in human beings and stalking.
invite la Commission à préparer dans les meilleurs délais les démarches nécessaires à la ratification, par l'Union européenne, de la convention du Conseil de l'Europe sur la prévention et la lutte contre la violence à l'égard des femmes et la violence domestique, sans préjudice de la responsabilité de l'Union d'envisager toutes les actions nécessaires pour arrêter et prévenir la violence à l'égard des femmes dans tous les États membres, et demande aux États membres de ratifier la convention d'Istanbul, élément essentiel pour éliminer la violence contre les femmes, y compris ses formes numériques, car elle harmonise les définitions juridiques et les formes de poursuites visant les crimes et délits facilités par les nouvelles technologies de la communication, notamment la traite des êtres humains et le harcèlement.

13. Calls on the Commission to assess the possibility of the EU acceding to the Istanbul Convention and to initiate that procedure as soon as possible, as well as to promote the ratification of the Istanbul Convention by the Member States through the new strategy and to work actively to combat violence against women and girls; calls on the Member States to sign and ratify the Istanbul Convention as soon as possible;
13. demande à la Commission d'examiner la possibilité que l'Union européenne adhère à la convention d'Istanbul et d'initier cette procédure dès que possible, ainsi que de promouvoir, par l'intermédiaire de la nouvelle stratégie, la ratification de la convention d'Istanbul par les États membres et d'œuvrer activement à la lutte contre les violences faites aux femmes et aux filles; demande aux États membres de signer et de ratifier la convention d'Istanbul dans les meilleurs délais;
