Definition: The essential feature is recurrent obsessional thoughts or compulsive acts. Consequently, examination of such diverse arguments in a joint and mixed fashion, as carried out by the General Court, impeded full and proper consideration of the issues of fact and law raised by the Italian Government and also resulted in a clear failure to state reasons: by acting in this way, the General Court failed to explain fully, as it was required to do, why it considered the different grounds of objection to be unfounded.

It is precisely for this reason that we are calling for a European legislative measure, a measure that – far from being an anti-Italian act – will help to safeguard pluralism of information, preventing concentrations and conflicts of interest. We therefore call on the Commission today to intervene as quickly as possible – as this Parliament has already requested in the past – in order to equip the European Union with common rules for safeguarding freedom of information for all European citizens.
