Indeed it is worth placing on the record that we in this House enjoyed in those terms a very positive engagement with the Italian presidency in working across our committees on many different areas.
En effet, il convient de mentionner que ces conditions ont permis au Parlement de vivre un engagement très positif avec la présidence italienne dans le cadre des travaux réalisés avec les commissions sur de nombreux thèmes.

What we have before us is what was negotiated with the Italian Presidency and unanimously adopted in the Council as part of a political agreement and, in essence, the same as what was adopted by this House’s Committee on Economic and Monetary Affairs and by its Committee on Legal Affairs and the Internal Market.
Ce qui est présenté devant nous aujourd’hui est ce qui a été négocié avec la présidence italienne et adopté à l’unanimité au Conseil dans le cadre d’un accord politique. Cela correspond en substance à ce qui a été adopté par la commission économique et monétaire et par la commission juridique et du marché intérieur de ce Parlement.

I have already expressed my gratitude to the Commissioner and her officials, and, having already mentioned the excellent cooperation with the Italian Presidency and before that, the Greek Presidency, I should finally like to express openly my admiration for the qualities of the secretariat of this House’s Committee on Budgets and of its chairman, who has guided this procedure in a very inspiring manner.
J’ai déjà exprimé ma reconnaissance à Mme la commissaire et à ses fonctionnaires et, ayant déjà évoqué l’extraordinaire collaboration avec la présidence italienne et, avant cela, avec la présidence grecque, je tiens, pour terminer, à exprimer ouvertement mon admiration pour les qualités du secrétariat de la commission des budgets de ce Parlement et de son président, qui a mené cette procédure d’une manière fort édifiante.

The Regional ECSC Housing Committees, which are responsible for selecting loan applicants and distributing the available funds, play a decisive role in the practical organization of the loan scheme.
Dans l'organisation pratique des prêts octroyés, les Comités Régionaux des logements CECA, comités qui se chargent de la sélection des candidats à un prêt et de la distribution des crédits disponibles, jouent un rôle déterminant.

The Commission of the European Communities, acting through its Directorate-General for Credit and Investments, has concluded loan agreements with four Italian banks specializing in loans for real estate for a total amount of LIT 27 631 million (+- ECU 18 million), for the financing of housing measures approved under the second instalment of the tenth ECSC programme of subsidized housing.
La Commission des Communautés Européennes, par l'intermédiairede sa Direction Générale Crédit et Investissement, a conclu avec quatre banques italiennes spécialisées dans le crédit foncier des conventions de prêt pour un montant global de 27,631 milliards de lires italiennes (+/- 18 Mio ECU), en vue du financement des initiatives immobilières approuvées dans le cadre de la deuxième tranche du 10ème Programme des logements sociaux CECA.

The conditions would then be met for the Commission to adopt a decision under Article 95 of the ECSC Treaty allowing this aid to the Italian public steel industry after obtaining the unanimous assent of the Council and after consulting the ECSC Consultative Committee.

The Commission therefore took the view that the financial support for the Ilva group from IRI and the Italian Government could be authorized only though the adoption by the Commission of an exemption decision which, in accordance with Article 95 of the ECSC Treaty, would require the unanimous assent of the Council and consultation of the ECSC Consultative Committee.

The Commission could consequently allow it only through a derogation granted pursuant to Article 95 of the ECSC Treaty with the assent of the Council and after consulting the ECSC Consultative Committee; - The Italian authorities will submit a new restructuring plan by 30 April 1993 comprising capacity reductions which are substantial and sufficient in the light of the state aid that has been or is to be granted to ILVA.
