Recalls that the Investigation Task Force (ITF) established to investigate financial irregularities and fraud concerning EU funds in Kosovo finished its operations in August 2008, that its final report identified criminal conduct on the part of, among others, United Nations staff, and that several international warrants were issued without any results being achieved in that regard by the United Nations; asks the Commission to press for the execution of these warrants; asks the Commission, further, to present a report on the legal follow-up to all cases discovered; calls for the establishment of a successor organisation, involving the Commission and OLAF, in the fight against fraud and irregularity;

Requests the Commission via its responsible services, including OLAF, to support Bulgaria and Romania in their efforts with respect to the verification and cooperation mechanism and the management of EU funds; calls on the Commission to follow closely the developments in Kosovo and the Balkan states with regard to the implementation and proper management of EU funds and to establish a successor organisation for the ITF to follow up the fight against fraud and irregularity;

Notes that appropriations for assistance to Kosovo will only just suffice to keep pace with reforms and investment; recalls its various commitments to EU assistance in Kosovo and at the same time stresses the need for a functioning public administration; insists on a proper follow-up of the conclusions of the final report from the ITF (Investigation Task Force, which closed down its operation at the end of August 2008), as well as on the creation of a successor organisation for combating fraud and financial irregularities;

14. This recommendation reiterates European Parliament demands for more transparency, less use of multilateral trust funds in general, and of the World Bank ITF within the IRFFI in particular, and a greater reliance on bilateral projects, namely with UN agencies.
