By way of derogation from Article 130(2) of Regulation (EU, Euratom) No 966/2012 and in duly justified cases, the Commission may, in the annual work programme for 2014, consider the costs directly linked to the implementation of supported actions to be eligible for financing from 1 January 2014, even if they were incurred by the beneficiary before the grant application was submitted.

Par dérogation à l'article 130, paragraphe 2, du règlement (UE, Euratom) no 966/2012 et dans des cas dûment justifiés, la Commission peut considérer comme éligibles au bénéfice d'un financement à partir du 1er janvier 2014 des coûts directement liés à la mise en œuvre des actions soutenues et exposés au cours des six premiers mois de 2014, même s'ils ont été exposés par le bénéficiaire avant que la demande de subvention n'ait été déposée.

This amendment ensures that the programme can start on 1 January 2014, even if the process is delayed.

Welcomes the fact that, in order to provide workers with speedy assistance, the Finnish authorities decided to initiate the implementation of the personalised services to the affected workers on 15 January 2014, ahead of the final decision on granting the EGF support for the proposed coordinated package and even of the application for a financial contribution from the EGF;
9. se félicite que les autorités finlandaises, soucieuses d'apporter sans tarder une aide aux travailleurs, aient décidé de lancer la mise en œuvre des services personnalisées aux travailleurs affectés le 15 janvier 2014, sans attendre la décision finale sur l'octroi d'un soutien du Fonds pour l'ensemble coordonné proposé ou même la demande de contribution financière du Fonds;

Welcomes the fact that, in order to provide workers with speedy assistance, the French authorities decided to initiate the implementation of the personalised services to the affected workers on 3 January 2014, ahead of the final decision on granting the EGF support for the proposed coordinated package and even of the application for a financial contribution from the EGF;

By way of derogation from paragraph 3, and even if the criteria specified in paragraph 2 have not been fulfilled, the Commission may, for a limited period and in accordance with Article 301a, and assisted by EIOPA in accordance with Article 33(2) of Regulation (EU) No 1094/2010, adopt delegated acts determining that the prudential regime of a third country applied to undertakings the parent undertaking of which has its head office outside the Union on 1 January 2014 is temporarily equivalent to that laid down in Title I, if that third country has complied with at least the following criteria:

For a transitional period until 31 December 2014, Member States may provide for specific derogations from the first sentence of paragraph 1 for coin-processing machines that were in use on 11 January 2011 and that have proved capable of detecting counterfeit euro coins, euro coins unfit for circulation and other coin-like objects that do not comply with the specifications of genuine euro coins, even if those machines are not included in the list referred to in Article 5(2).
