There seems to be a religious war taking place here – Mr Jarzembowski is just waving at me as a proponent of that war – with an uncompromising For on one side and an uncompromising Against on the other.

I would, though, like to add some of my own, which I believe will further improve cooperation. The first is that we should arrange, in future, for an ASEP meeting to be held, if at all possible, prior to every ASEM Summit, in order to draft tangible proposals and, in second place, in order that we should move on, as Mr Jarzembowski has just said, instead of just putting dialogues on the record in broad terms, to coming to definite decisions and setting out in definite terms for these summits resolutions and objectives that can and must be put into operation.
Je voudrais toutefois également faire quelques propositions, qui, je crois, permettront d'améliorer encore davantage la coopération, à savoir, premièrement, que nous prévoyions à l'avenir la tenue, dans la mesure du possible, d'une réunion ASEP avant chaque sommet de l'ASEM, pour élaborer des propositions concrètes ; et deuxièmement, qu'on en vienne, comme mon collègue, M. This is why, just until the Commission produces its proposal – and I am less sceptical on this point than Mr Jarzembowski because I hope, or rather, I am sure, that the Commission will succeed in producing measures and technical forms that will resolve many of the theoretical problems which are still being raised – I feel that the possibility laid down in Amendments Nos 26, 40 and 48 of an explicit link between State aid and objectives of the effective transfer of freight volumes towards more sustainable modes of transport must be supported.

However, it is fair to say that in the short time – just over a year – since I took over responsibility for this area, determined progress has been made and the whole process has accelerated. Furthermore, the codecision procedure has worked very well. In particular, I would like to thank the whole Parliament for the work undertaken, especially by Mr Imbeni and the rapporteurs, Mr Swoboda and Mr Jarzembowski.
