Mr. Jean-Guy Chrétien (Frontenac, BQ) moved: Motion No. 1 That Bill C-60, in the preamble, be amended by adding after line 21 on page 1 the following: ``AND WHEREAS the Government of Canada promises to respect the legislative authority of the provinces; '' Motion No. 13 That Bill C-60, in Clause 11, be amended by adding after line 27 on page 4 the following: ``(4.1) Notwithstanding subsection (4), where the Minister proposes to establish any policy or standard under that subsection, the Minister shall consult each province before establishing that policy or standard with a view to obtaining the agreement of the provinces to the proposed policy or standard (4.2) Where, after being consulted under subsection (4.1), a province advises the Minister that it disagrees with the proposed policy or standard and the Minister then establishes that policy or standard, the policy or standard shall not be applicable to the province where the province also advises the Minister that it does not wish that policy or standard to apply to the province'.

Jean-Guy Chrétien (Frontenac, BQ) propose: Motion no 1 Que le projet de loi C-60, au préambule, soit modifié par adjonction, après la ligne 25, page 1, de ce qui suit: «que le gouvernement fédéral s'engage à respecter le champ de compétence législative provincial,» Motion no 13 Que le projet de loi C-60, à l'article 11, soit modifié par adjonction, après la ligne 31, page 4, de ce qui suit: «(4.1) Par dérogation au paragraphe (4), si le ministre propose d'établir une politique ou une norme en vertu de ce paragraphe, il est tenu, avant de le faire, de consulter chacune des provinces afin d'obtenir leur agrément à telle politique ou à telle norme (4.2) Si après avoir été consultée conformément au paragraphe (4.1), une province signifie au ministre qu'elle n'accepte pas la politique ou la norme proposée, celle-ci ne s'applique pas à cette province si la province signifie au ministre qu'elle ne veut pas que cette politique ou cette norme s'y applique».

Mr. Jean-Guy Chrétien (Frontenac, BQ) moved: That Bill C-50, in Clause 2, be amended by adding after line 10, on page 2, the following; ``(1.1) The Board shall recommend to the Governor in Council a rate to be fixed for deductions pursuant to subsection (1) after consultation with persons or organizations that in the opinion of the Board represent the holders of certificates and the Governor in Council shall take into consideration the recommendation of the Board in fixing a rate for deductions pursuant to subsection (1)'.
M. Jean-Guy Chrétien (Frontenac, BQ) propose: Qu'on modifie le projet de loi C-50, à l'article 2, par adjonction, après la ligne 10, page 2, de ce qui suit: «(1.1) Après avoir procédé à des consultations auprès des personnes et organismes qui, à son avis, représentent les détenteurs de certificats, la Commission recommande au gouverneur en conseil le taux de la retenue qu'il doit fixer conformément au paragraphe (1). Le gouverneur en conseil tient compte de la recommandation de la Commission au moment de fixer le taux de déduction conformément au paragraphe (1)».
