C. whereas Russia has – by illegally annexing Crimea, an action which was strongly condemned by the EU and which will not be recognised, and waging an armed conflict against Ukraine, with the direct and indirect participation of military and security services, and by deliberately destabilising this neighbouring sovereign and independent country – profoundly damaged its relationship with the EU by jeopardising the basic principles of Europe’s security by not respecting borders and by breaking its international commitments, notably the United Nations Charter, the Helsinki Final Act, the Budapest Memorandum, the 1990 Paris Charter for a New Europe and the bilateral Treaty of Friendship, Cooperation and Partnership; whereas the humanitarian situation in Crimea and in Eastern Ukraine has considerably deteriorated, with a death toll of several thousand;

Deficiencies in, or the collapse of, asylum systems, often aggravated or contributed to by particular pressures on them, can jeopardise the smooth functioning of the system put in place under this Regulation, which could lead to a risk of a violation of the rights of applicants as set out in the Union asylum acquis and the Charter of Fundamental Rights of the European Union, other international human rights and refugee rights.

33. Takes the view that further delay in the settlement of the Nagorno-Karabakh conflict will not benefit either of the sides involved but will jeopardise regional stability and hamper regional and economic progress; reiterates its respect and support for the territorial integrity and internationally recognised borders of Azerbaijan, as well as for the right to self-determination, in accordance with the UN Charter and the Helsinki Final Act; urgently calls on Armenia and Azerbaijan to seize any opportunities for the peaceful resolution of the Nagorno-Karabakh conflict; reiterates its strong support for the OSCE Minsk Group but regrets the lack of any substantial progress in the negotiations; calls on the parties to apply the relevant UN Security Council resolutions, in particular allowing the return to their homes in safety and dignity of all refugees and IDPs; warns against any militant and provocative rhetoric that could undermine the negotiation process;
