Welcomes the Joint Communication on capacity-building and joins the Council in calling for its urgent implementation; points to the EU’s potential, particularly through its comprehensive approach covering civilian and military means, to help strengthen security in fragile and conflict-affected countries and to address the needs of our partners, in particular for military recipients, while reiterating that security is a precondition for development and democracy; regrets that neither the European Commission nor the Council shared with the European Parliament their assessment of the legal options in support of capacity building; calls on both institutions to inform the European Parliament on this in due time; calls on the European Commission to suggest a legal base in line with the original European objectives of 2013 outlined in the initiative on ‘Enable and Enhance’.

This objective shall be measured, in particular, through the increase in the number of European reference networks established in accordance with Directive 2011/24/EU of the European Parliament and of the Council ("European reference networks"), the increase in the number of healthcare providers and centres of expertise joining European reference networks, and the increase in the number of Member States using the tools developed.

I would also reinforce what Mr Sógor mentioned. This could be a precedent for the European Union to join the Council of Europe’s Framework Convention for the Protection of National Minorities, since 8.5% of the Union’s population belong to minorities and the Union has no system at all for the protection of minorities.

If Serbia were to apply for accession, the European Commission would draw up, following a request made by the Council, a draft opinion based on the established objective criteria applied to all states which request to join the EU. Subsequently, it will be the European Council which will decide whether to grant candidate country status or not.
