These Guidelines, adopted by the Joint Committee set up under Article 12 of the Agreement (the ‘Joint Committee’), aim at ensuring a harmonised implementation of the Agreement by the diplomatic missions and consular posts of the Member States of the Union (‘Member States’) and the Republic of Azerbaijan.

In order to ensure the continued and harmonized implementation of the Agreement and in conformity with the rules of procedure of the Joint Visa Facilitation Committee, the Parties agreed to undertake informal contacts between formal meetings of the Joint Committee, in order to deal with urgent issues.
Afin de garantir la mise en œuvre ininterrompue et harmonisée de l'accord, et conformément au règlement intérieur du comité mixte sur la facilitation de la délivrance de visas, les parties se sont engagées à se contacter de manière informelle entre les réunions officielles du comité mixte lorsque des questions urgentes doivent être réglées.

The position to be taken on behalf of the European Union within the Joint Committee set up by Article 12 of the Agreement between the European Union and the Republic of Azerbaijan on the facilitation of the issuance of visas, with regard to the adoption of common guidelines for the implementation of that Agreement, shall be based on the draft Decision of the Joint Committee attached to this Decision.
La position à prendre au nom de l'Union européenne au sein du comité mixte institué par l'article 12 de l'accord entre l'Union européenne et la République d'Azerbaïdjan visant à faciliter la délivrance de visas, en ce qui concerne l'adoption de lignes directrices communes pour la mise en œuvre dudit accord, est fondée sur le projet de décision du comité mixte joint à la présente décision.

Article 12 of the Agreement between the European Union and the Republic of Azerbaijan on the facilitation of the issuance of visas (‘the Agreement’) sets up a Joint Committee (the ‘Joint Committee’).
L'article 12 de l'accord entre l'Union européenne et la République d'Azerbaïdjan visant à faciliter la délivrance de visas (ci-après dénommé «accord») institue un comité mixte .

1. The fishing opportunities referred to in Article 1 may be adjusted by the Joint Committee insofar as the resolutions and recommendations adopted by the IOTC confirm that such adjustments guarantee the sustainable management of the fish species covered by this Protocol, and, if necessary, further to an opinion being sought from the Joint Scientific Working Group.
1. Les possibilités de pêche visées à l'article 1 peuvent être révisées par la Commission mixte dans la mesure où les résolutions et les recommandations adoptées par la CTOI, confirment que cette révision garantit une gestion durable des espèces halieutiques visées par le présent protocole, et, le cas échéant, après avis du groupe de travail scientifique.

4. Based on the recommendations and resolutions adopted by the IOTC and in the light of the most recent scientific advice, and where appropriate, the conclusions of Joint Scientific Working Group meetings, the Joint Committee may adopt measures to ensure the sustainable management of the fishery resources covered by this Protocol and concerning the activities of Union fishing vessels.
4. Sur la base des résolutions et des recommandations adoptées par la CTOI et à la lumière des derniers avis scientifiques disponibles et, le cas échéant, des conclusions de la réunion du groupe de travail scientifique conjoint, la Commission mixte décide de mesures visant une gestion durable des ressources halieutiques couvertes par le présent protocole et affectant les activités des navires de pêche de l'Union.

As provided for in Article 8 of this Agreement, the Joint Committee may reassess the fishing opportunities referred to in Chapter II of the Annex and these may be adjusted by decision of the Joint Committee insofar as the recommendations and resolutions of the IOTC support the assessment that such an adjustment will secure the sustainable management of tuna and tuna-like species in the Indian Ocean.
Comme prévu à l'article 8 du présent accord, la commission mixte peut réévaluer les possibilités de pêche visées au chapitre II de l'annexe et ces dernières peuvent être adaptées par une décision de la commission mixte, pour autant que les recommandations et les résolutions de la CTOI tendent à confirmer l'évaluation selon laquelle cette adaptation garantira une gestion durable du thon et des thonidés dans l'océan Indien.

The fishing opportunities referred to in Article 1 may be adjusted by the Joint Committee insofar as the recommendations and resolutions adopted by ICCAT and the opinions of CECAF confirm that such adjustment guarantees the sustainable management of the fish species covered by this Protocol, and subject to validation by the Joint Scientific Working Group.

Les possibilités de pêche visées à l'article 1er peuvent être révisées par la commission mixte dans la mesure où les recommandations et les résolutions adoptées par la CICTA et les avis du Copace confirment que cette révision garantit la gestion durable des espèces halieutiques visées par le présent protocole, et sous réserve de validation par le groupe de travail scientifique.

2. With regard to categories not provided for by the Protocol in force, the two Parties may, in accordance with Article 6 second subparagraph of the Agreement, include new fishing opportunities on the basis of the best scientific advice, endorsed by the Independent Joint Scientific Committee and adopted by the Joint Committee.

S’agissant des catégories non prévues par le Protocole en vigueur, conformément à l’article 6, deuxième alinéa de l’accord, les deux parties peuvent inclure de nouvelles possibilités de pêche sur la base des meilleurs avis scientifiques, validés par le Comité scientifique conjoint indépendant et adoptés en Commission mixte.
