7. Recalls that, in accordance with Article 14 of the revised Cotonou Agreement, the joint institutions shall endeavour to ensure coordination, coherence and complementarity as well as an effective and reciprocal flow of information; is of the opinion that, as the President of the European Parliament is invited to the meetings of the European Council, the two Co-Presidents of the JPA should be given the opportunity to participate in the sessions of the Joint ACP-EU Council of Ministers; invites the Vice-President/High Representative to further improve the existing cooperation and ensure that the JPA is invited to participate in the next Joint Council;

65. Calls on the Commission and EU education ministers to fully utilise the opportunities of their joint participation in the EHEA to take a leading role in achieving the Bologna goals, and on Ministers to underpin their commitments in the Bologna Process with joint commitments at EU level in the Council, supported by the Commission, so that this mutually supportive process continues with an harmonious implementation;
65. invite la Commission et les ministres de l'éducation de l'Union à tirer pleinement parti des possibilités que leur offre leur participation commune à l'EEES pour jouer un rôle moteur dans la réalisation des objectifs de Bologne et demande aux ministres d'accompagner leurs engagements pris au titre du processus de Bologne par des engagements conjoints au niveau de l'Union au sein du Conseil, avec le soutien de la Commission, de façon que cette démarche d'entraide trouve son prolongement dans une mise en œuvre harmonieuse;

Once more I would like to emphasise the significance of the cooperation and synergy which we can achieve with the joint participation of all three key institutions of the European Union – the European Parliament, the European Commission and, of course, the Council.

Council Decision 2006/971/EC of 19 December 2006 concerning the Specific Programme Cooperation implementing the Seventh Framework Programme of the European Community for research, technological development and demonstration activities (2007 to 2013) (4) encourages a cross-thematic approach to research topics relevant to one or more themes of the Seventh Framework Programme, and in this context identified an initiative under Article 169 of the EC Treaty in the field of Joint Baltic Sea research as one of the fields suitable for Community participation in jointly implemented national research programmes.
La décision 2006/971/CE du Conseil du 19 décembre 2006 relative au programme spécifique «Coopération» mettant en œuvre le septième programme-cadre de la Communauté européenne pour des activités de recherche, de développement technologique et de démonstration (2007-2013) (4) encourage une approche interthématique des sujets de recherche relatifs à un ou plusieurs thèmes du septième programme-cadre et, dans ce contexte, définit l’initiative au titre de l’article 169 du traité instituant la Communauté européenne dans le domaine de la recherche commune sur la mer Baltique comme l’un des domaines adaptés à une participation de la Communauté à des programmes nationaux de recherche mis en œuvre conjointement.

In order to ensure a harmonised treatment between the participants of the ENIAC Joint Undertaking research activities and those of the indirect actions of the Seventh Framework Programme, it is appropriate that value added tax should not be an eligible cost for Community funding, in line with Regulation (EC) No 1906/2006 of the European Parliament and of the Council of 18 December 2006 laying down the rules for the participation of undertakings, research centres and universities in actions under the Seventh Framework Programme and for the dissemination of research results (2007-2013) (7).
