In cooperation with the Member States, the Commission and the High Representative will: · Work towards a coherent EU International cyberspace policy to increase engagement with key international partners and organisations, to mainstream cyber issues into CFSP, and to improve coordination of global cyber issues; · Support the development of norms of behaviour and confidence building measures in cybersecurity. Conceived at the beginning from the universally appealing angle of cooperation among Member States, in particular of police and judicial cooperation in criminal matters, one might wonder today about the risks of the federalist and totalitarian excesses to which such a tool might give rise.
