The June 2013 European Council recalled that the social dimension should be strengthened, emphasising the importance of better monitoring of the social and labour market situation within the EMU, notably by using appropriate employment and social indicators within the European Semester.

The 27-28 June 2013 European Council Conclusions referred to the promotion of high quality apprenticeships and work-based learning, notably through the European Alliance for Apprenticeships, as a key element of supporting youth employment.

6. EMPHASISES that euro area Member States are in a specific situation due to their stronger financial and economic inter-linkages and the resulting spill-overs and UNDERLINES that a prerequisite for growth and adjustment is to continue on the path of fiscal consolidation and structural reforms and to reverse financial fragmentation, to improve financing conditions for investors, especially in the vulnerable countries and to encourage the inflow and efficient allocation of capital to support adjustment; further RECALLS that the reform momentum is supported by the on-going efforts to strengthen EMU governance based on deeper integration and reinforced solidarity in the euro area as agreed by the European Council in December 2012, with the immediate priority of implementing the reformed economic and fiscal governance and financial regulation and developing the banking union; and STRESSES the importance of developing possible further measures and a time-bound roadmap at the June 2013 European Council.
6. SOULIGNE que les États membres de la zone euro sont dans une situation particulière compte tenu de leurs liens financiers et économiques plus étroits et des répercussions qui en résultent et INSISTE sur le fait qu'une condition préalable à la croissance et à l'ajustement est de poursuivre sur la voie de l'assainissement budgétaire et des réformes structurelles, de mettre fin à la fragmentation financière, d'améliorer les conditions de financement pour les investisseurs, en particulier dans les pays vulnérables, et d'encourager l'entrée et l'utilisation efficace des capitaux afin de soutenir l'ajustement; RAPPELLE en outre que la dynamique des réformes est soutenue par les efforts actuellement déployés pour renforcer la gouvernance de l'UEM, sur la base d'une intégration plus approfondie et d'une solidarité renforcée dans la zone euro, comme l'a décidé le Conseil européen en décembre 2012, la priorité immédiate étant de mettre en œuvre la réforme de la gouvernance économique et budgétaire et de la réglementation financière et de développer l'union bancaire; et SOULIGNE qu'il importe d'élaborer d'autres mesures éventuelles et une feuille de route assortie d'échéances lors du Conseil européen de juin 2013;
